HomeMy WebLinkAbout1980.08.19_OPWA MinutesThe Owasso Public Works Authority met in regular session on Tuesday, August 19, 1980, in Council Chambers at City Hall, per the Notice of Public Meeting and Agenda, posted on City Hall Bulletin Board at 4:30 PM on August 15, 1980, and by reference made a part hereof. ITEM 1 - CALL TO ORDER. The meeting was called to order at 8:17 PM, with Chairman Spencer presiding. ITEM 2 - ROLL CALL. Present: Boyd Spencer, Chairman Robbie Fickle, Vice Chairman Al Lambert, Trustee Dennis Burke, Trustee Clyde Fry, Trustee Harold Charney, City Attorney Kenneth Thompson, City Manager Wauhilleau Webb, Recording Secretary Absent: None ITEM 3 - APPROVE CONSENT AGENDA ITEMS. Motion was made by Robbie Fickle, seconded by Al Lambert, to approve Consent Agenda items, as follows, as published in the Owasso Reporter on August 24, 1980, and by reference made a part hereof. A. Approve Minutes of August 5, 1980 Meeting. B. Approve Warrants 49 through 66 for $23,813.36 and authorize Chairman to sign same. C. Approve Resolution 80-10 Authorizing Authority to Borrow $40,000.00 to- wards purchase of property. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 4 - REQUEST TO FILE PREAPPLICATION TO FARMERS HOME ADMINISTRATION FOR EAST OWASSO SANITARY SEWER PROJECT. Mr. Thompson reminded the Board that the last time this item was on the agenda the Board requested further clarification if the City of Owasso could be the sponsoring agent without committing the City financially. Mr. Thompson referred to a letter from Tom Hilborn, Attorney, which stated the preapplication could be filed under Owasso Utility Authority which is currently inactive and there would be no financial connection between OUA and OPWA. Mr. Spencer asked each Trustee about their feelings on this matter. Mr. Fry said he did not want to jeopardize the City with having to pay any debts for that project. Mr. Lambert said he would like to help them get off the ground but at no point commit any City funds or obligate for any financial problems that might occur. Since they are not in the City, we cannot expend City funds. Owasso Public Works Authority August 19, 1980 Page Two Mrs. Fickle said she didn't think we could become obligated as our first re- sponsibility is to the people within the City. Mr. Burke said he was uninformed how we could have an inactive OUA serve as the sponsoring agent. Mr. Spencer said when he asked Ralph Childers with Farmers Home Administration if the City of Owasso was the sponsoring agent would we at any time be liable for it and he told me we would be. Mrs. Fickle said.the same question was asked by EPA and again it was affirmed that we would be responsible. Mr. Thompson said this sewer district is formed in three stages. First the preapplication, then the full application, then the loan approval and at that time their own entity would be created. The Board directed the City Attorney to ascertain the following in order for this item to be placed on the September 2nd agenda: 1) If the City would be liable for any monies or debts of the East Owasso Sewer District; 2) What stage could OUA drop out; 3) What is the present status of OUA, 4) provide the Board with this information by letters mailed to them individually prior to the September 2nd meeting. ITEM 5 - WATER LINE PAYBACK REQUEST FOR HILLSIDE ESTATES SUBDIVISON. Mr. Thompson said he has researched City files and has found this contract with the City and the agreement. He recommended to Board that proof be obtained from the developer on items before Board makes their decision. Motion was made by Al Lambert, seconded by Clyde Fry, to notify the attorney for Hillside Estates developers that we are requesting proof of their performance of the contract specifications as outlined in their letter to the City Manager which by reference is made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. TTFM h - nT9r.TTgg ST+.T,ECTION OF CONSULTING ENGINEER TO PREPARE PLANS AND COST ESTIMATES FOR WATER AND SEWER IMPROVEMENT PROGRAM. Mr. Spencer said what this consists of is upgrading our water and sewer and it is something that must be done right. Mr. Lambert commented we need to do something to get it started but he had no thoughts on how to do it or what way to go. Mr. Burke said he was in favor of letting the City Manageri1 ind an engi- neer to draw up the proposal of what our needs would be, with imput from the Public Works Director and perhaps citizens. Mrs. Fickle said it is public knowledge that we are going to have to up -date the water and sewer and the funding will be a controversial matter and she did not know who might be the best qualified to prepare it. Owasso Public Works Authority August 19, 1980 Page Three Mr. Thompson suggested that since the Board is familiar with Mansur-Daubert- Williams and Al Young and Associates, that they might select three additional engineering firms and interview them and get initial recommendations from them. City Manager was directed to set these interviews up for Monday evening, Aug- ust 25th. ITEM 7 - REQUEST TO ADVERTISE FOR BIDS ON PIPE AND OTHER MATERIAL FOR CONNECTION TO THE NEW 24" WATER LINE AT MINGO AND 76TH STREET NORTH. Motion was made by Dennis Burke, seconded by Al Lambert, to advertise for pipe and other materials necessary for connection to 24" water line at Mingo and 76th Street North. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 8 - APPROVE JULY 1980 FINANCIAL STATEMENTS. Motion was made by Boyd Spencer, seconded by Robbie Fickle, to approve July 1980 Financial Statements, and by reference are made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 9 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT. Motion was made by Al Lambert, seconded by Robbie Fickle, to approve additional warrants 67 through 75 for $22,584.04, and authorize Mayor to sign same, and by reference are made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, staining on Warrant 67. Nays - None Motion carried. ITEM 10 - NEW B1T9TNFS9_ Fry, Mrs. Fickle, with Mrs. Fickle ab- Mr. Lambert asked the status of the repair on the main pressure reducing valve and Mr. Thompson said the material has been ordered.
