1980, in Council Chambers at City Hall, per the Notice of Public Meeting and
Agenda, posted on City Hall Bulletin Baord at 4:30 PM on August 1, 1980, and by
reference made a part hereof.
ITEM 1 - CALL TO ORDER.
Meeting was called to order at 8:46 PM, with Chairman Spencer presiding.
ITEM 2 - ROLL CALL.
Present: Boyd M. Spencer, Chairman
Al Lambert, Trustee
Dennis Burke, Trustee
Clyde Fry, Trustee
Harold Charney, City Attorney
Kenneth Thompson, City Manager
Wauhilleau Webb, Recording Secretary
Absent: Robbie Fickle, Vice Chairman
ITEM 3 - APPROVE CONSENT AGENDA ITEMS.
Motion was made by Al Lambert, seconded by Boyd Spencer, to approve Consent
Agenda items, as follows, as published in the Owasso Reporter on July 31, 1980,
and by reference made a part hereof.
A. Approve Minutes of July 25, 1980 Meeting.
B. Approve Warrants 11 through 33 for a total of $15,865.03.

Nays - None
Motion carried.
ITEM 4 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT.
Motion was made by Al Lambert, seconded by Clyde Fry, to approve Mayor signing
Warrants 34 through 46 for a total of $10,908.44, and by reference made a part
hereof.

Motion carried.
ITEM 5 - REQUEST TO AUTHORIZE CONTRACT TO GROUTING SERVICES, INC FOR SANITARY
SEWER LINE INSPECTION AND CLEANING, AND REPAIR AND WATER PROOFING OF 95 RANT -
TARP SEWER MANHOLES AT AN APPROXIMATE COST OF $19.800.00.
Motion was made by Dennis Burke, seconded by Boyd Spencer, to award bid, as
advertised on July 24, 1980, for cleaning and repair of sanitary sewer to
Grouting Services, Inc., for a total of $19,800.00, and by reference made a
part hereof.

ITEM 6 - APPROVE RESOLUTION NO. 80-9 CHANGING APPLICATION FORM ON 25% UTILITY
nTgr.OTTNT ON UTILITY CHARGES AND AUTHORIZING UTILITY DISCOUNT FOR NEEDY PERSONS.
As Council was not satisfied with wording on Resolution, it was tabled to 8/19.
ITEM 7 REPORT ON WATER DISTRIBUTION PROBLE14S BY AL YOUNG AND ASSOCIATES, CON-
SULTING ENGINEERS.
Mr. Young presented Board with his study of water system and Mr. Cobb explained
parts of the report and stated the primary purpose of the study was to look at
our system, brought about by pressure problems we have experienced. He said
the middle part of report shows plan of water system and pressures at different
times. He said it can be concluded from this study that there is nothing to be
done at this time to significantly improve the system. He said there is a sig-
nificant fluctuation from the Tulsa water pressure which affects our pressure.
He said the pressure reducing valves are working properly. The pump test shows
they are putting out at peak times. Their recommendations were: 1) Connect to
new 24" Tulsa line presently under construction. 2) In conjunction with new con-
nection, a 12" loop be constructed around west side of Owasso. 3) Some pumping
could be eliminated by putting check valves in subdivisions. 4) 1.5 million
gallon storage is needed. 5) Installation of variable speed pump.
Bill Williams asked if they got anything on Rogers County pulling from our lines,
and Mr. Young said they do draw a large amount, up to 25% at some points. Mr.
Thompson said he was disappointed in the report. He felt it was shallow and not
what we asked for and does not answer our problem.
ITEM 8 - NEW BUSINESS.
Mr. Thompson gave correspondence to Board regarding opinion on East Owasso Sewer
District, Higeons vs. City of Owasso, and the Police Pension.
Being no further business before the Owasso Public Works Authority, Chair
adjourned at 10:18 PM.
