HomeMy WebLinkAbout1980.07.15_OPWA MinutesThe Owasso Public Works Authority met in regular session on Tuesday, July 15, 1980, in Council Chambers at City Hall, per the Notice of Public Meeting and Agenda, posted on City Hall Bulletin Board at 6:30 PM on July 11, 1980, and by reference made a part hereof. Present: Boyd Spencer, Chairman Al Lambert, Trustee Dennis Burke, Trustee Clyde Fry, Trustee Harold Charney, City Attorney Kenneth Thompson, City Manager Wauhilleau Webb, Recording''Secretary Absent: Robbie Fickle, Vice Chairman The meeting was called to order at 8:11 PM, with Chairman Spencer presiding. ITEM 1 - APPROVP C'.ONSFNT AC,F.NnA TTFMq _ rMl. Burke requested Item B, Approve Warrants for Payment, to be pulled from the Consent Agenda for further clarification. -Motion was made by Al Lambert, seconded by Dennis Burke, to approve minutes of July 1, 1980 meeting, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Fry Nays - None Motion carried. Mr. Burke questioned on the warrant list the purchase from a Collinsville tire service, the clothing rental, and the Goodyear Truck Tire Center. Mr. Thompson said the Goodyear is for the trash trucks, the clothing rental is for Public Works uniforms, and the tires purchased were from the new Burggraf store here in Owasso for the trash trucks but it is billed in Collinsville. The expense of renting uniforms was discussed. Motion was made by Al Lambert, seconded by Dennis Burke, to approve warrants for payment, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Fry Nays - None Motion carried. ITEM 2 - APPROVE ADDITIONAT, WARRANTS FnR PAVMFNT Nbtion was made by Boyd Spencer, seconded by Al Lambert, to approve additional warrants for payment, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Fry Nays - None Motion carried. Owasso Public Works Authority July 15, 1980 Page Two ITEM 3 - APPROVE FINANCIAL STATEMENTS FOR JUNE 1980. Motion was made by Dennis Burke, seconded by Clyde Fry, to approve June 1980 Financial Statements, and by reference made a part hereof. O Ayes - Messrs. Spencer, Lambert, Burke, Fry Nays - None Motion carried. TTFM G - RFNFWAL OF ANNUAL WATER SERVICE CONTRACT WITH CITY OF TULSA. Mr. Thompson said there is no change from last year's contract as the price is still 72� per thousand gallon. Motion was made by Al Lambert, seconded by Clyde Fry, to approve renewal of annual water service contract with City of Tulsa. Ayes - Messrs. Spencer, Lambert, Burke, Fry Nays - None Motion carried. UNFINISHED BUSINESS 5-A - REQUEST TO EXTEND ENGINEERING CONTRACT WITH MANSUR-DAUBERT-WILLIAMS FOR ONE YEAR. Motion was made by Boyd Spencer, seconded by Al Lambert, to approve request to extend engineering contract with Mansur-Daubert-Williams for one year. Ayes - Messrs. Spencer, Lambert, Burke, Fry Nays - None Motion carried. 5-B - PROPOSAL FOR REVIEW OF THE WATER DISTRIBUTION OPERATION BY AL C. YOUNG AND ASSOCIATES. Mr. Young said he did not know the Board was considering renewing present en- gineering contract and he did not care to discuss his proposal in front of another engineering firm. Mr. Mansur said he would leave if it would assist the City, and he did so. Owasso Public Works Authority July 15, 1980 Page Three Mr. Young said he had been contacted to make review and recommendation of our problem with delivery of adequate water and pressure to certain areas. He said the top cost would be $4,895.00. Mr. Spencer said he would like for Mr. Young to explain what the purpose is of the water tower. Mr. Young said they will prepare charts to explain the system and how it works, but it is not elevated enough to give adequate pressure and there are not adequate lines. He said the pressure also depends on Tulsa's usage. He said the tower only serves as storage and it will only provide 25 lbs. pressure. Mr. Young said the pressure at tower is 25 psi and when the North end is turned off it goes up considerable. Motion was made by Dennis Burke, seconded by Boyd Spencer, to approve proposal of services to evaluate water services from Al Young and Associates. Ayes - Messrs. Spencer, Lambert, Burke, Fry Nays - None Motion carried. ITEM 6 - NEW BUSINESS. Mr. Thompson discussed with the Board the leasing of the lagoon area for hay and grazing and that it would go out on a bid basis.
