HomeMy WebLinkAbout1980.07.01_OPWA MinutesThe Owasso Public Works Authority met in regular session on Tues- day, July 1, 1980, in Council Chambers at City Hall, per the Not- ice of Public Meeting and Agenda posted on City Hall Bulletin Board at 3:30 PM on June 27, 1980, and by reference made a part hereof. Present: Boyd Spencer, Chairman Robbie Fickle, Vice Chairman Al Lambert, Trustee Clyde Fry, Trustee Harold Charney, City Attorney Ken Thompson, City Manager Wauhilleau Webb, Recording Secretary Absent: Dennis Burke, Trustee The meeting was called to order at 8:32 PM, with Chairman Spencer presiding. ITEM 1 - APPROVE CONSENT AGENDA ITEMS. Motion was made by Robbie Fickle, seconded by Al Lambert, to approve Consent Agenda items, as follows, as published in the Owasso Reporter on June 26, 1980, and by reference made a part hereof. A. Approve Minutes of June 17, 1980. Ayes - Messrs. Spencer, Lambert, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 2 - APPROVE WARRANTS FOR PAYMENT. P7otion was made by Al Lambert, seconded by Clyde Fry, to approve warrants for payment, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 3 - REVIEW PROPOSAL FOR REPAIR OF SANITARY SEWER MANHOLE, AND CLEANING AND INSPECTION OF CERTAIN SANITARY SEWER LINES. Mr. Thompson said there is a firm in Tulsa that does this type of work. He said it is needed as we have had problems going up to the German Corner. He said he felt it is a reasonable approach but questioned if we should get additional bids or do it in-house (for which we do not have the manpower) or contract it out. He said the City Auditor said if no other bidders are available we can advertise to met our legal requirements under the competitive bidding law. Owasso Public Works Authority July 1, 1980 Page Two Mr. Mansur said the manhole repairs bid is putting a 20% markup which is reasonable but we could get it for less. He suggested using a special crew and do it for much less. He said on the sewer line inspection we will have to go to someone's services and that it is a reasonable price and also on the cleaning and repair work. Chairman Spencer said he felt the Council should study this more and have it on the next agenda. Mr. Thompson said he felt this should be published in a legal notice, and Board so directed. ITEM 4 - REVIEW PROPOSAL FOR IMPROVEMENTS TO THE PIPING AND VALVES AT THE WATER PUMP STATION. Mr. Thompson said we are trying to find out what could be causing the problem of not being able to keep adequate pressure up to the North end of the City. He said it would be a bypass of the pump station and the Tulsa pressure would carry it to the North. It would be an approximate cost of $4,000.00. Chairman Spencer said we have been trying to solve this problem ever since he has been on the Board, and nothing we have ever done has worked. He said the only way we are going to find out what is wrong is to get another engineering firm to look at it, as Mansur-Daubert-Williams might be overlooking something. Bill Williams said he feels this bypass will work, and when we have adequate pressure from Tulsa we have good pressure up North. Mr. Spencer disagreed. Mr. Thompson said he felt the bypass would solve the problem also. Mr. Spencer asked Mr. Mansur why he had not told us about the bypass before as he knew we were having this problem and Mr. Spencer said we followed his recommendation on the pressure re- ducing valves and that didn't work, and Mr. Mansur responded that they were to get pressure up to the tanks and not break any more lines. Mr. Spencer again said he wants another engineering firm's opinion before approving this item. Mrs. Fickle questioned how long that would take and Mr. Lambert commented we could have more tied up in engineering fees than the project would cost. Mr. Mansur said the cost of a second opinion should not cost too much as his firm would share what data they have. Motion was made by Boyd Spencer, seconded by Al Lambert, to get a second opinion from another engineering firm as to the problem of low water pressure at the north end of the City. Holloway and Associates as they have done the most water work in the State of Oklahoma. ITEM 5 - REQUEST TO EXTEND ENGINEERING CONTRACT WITH MANSUR-DAUBERT- WILLIAMS FOR ONE YEAR. This item was tabled to the July 15, 1980 Meeting. ITEM h - NRW RTTgTNPgq Item Motion was made by Robbie Fickle, seconded by Boyd Spencer, to approve a Resolution that the water rationing policy and pro- cedures as adopted by Tulsa also be adopted by Owasso this first day of July, 1980, in order to preserve the public safety, health and welfare. Ayes - Messrs. Spencer, Lambert, Fry, Mrs. Fickle Nays - None Motion carried. Motion was made by Boyd Spencer, seconded by Al Lambert, to approve emergency clause to said Resolution. Ayes - Messrs. Spencer, Lambert, Fry, Mrs. Fickle Nays - None Motion carried. Item Mr. Lambert questioned how many trash complaints had been re- ceived so far this week and Mr. Thompson said one.
