Title 26, Oklahoma Statutes, Section 13-102 and Section 13-103
WHEREAS, a Primary Election shall be held on the 20th day
of March 1979 for the purposes of a primary election to elect
Councilmen to the City of Owasso, Oklahoma, for the Wards and
terms as follows:

WHEREAS, a general election, if necessary, shall there-
after be held on April 3, 1979 to elect said Councilperson or
Councilpersons, and,
WHEREAS, certain precincts partially within the City Limits
need not be opened pursuant to 26 Oklahoma Statues, Section 13-103,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OWASSO, OKLAHOMA,
1. That a non-partisan primary election for City Council-
person, as above set out, be held on the 20th day of
March, 1979
(a) That general election thereafter, if necessary, be
held on April 3, 1979
(b) Only qualified electors of the City of Owasso who
reside in the respective wards shall be qualified
to hold the offices of Councilpersons.
(c) All offices shall be filled by voting at large.
CERTIFICATION THAT NO PERSONS RESIDE WITHIN DESIGNATED
PRECINCTS PARTIALLY CONTAINED WITHIN CITY LIMITS

ignated precincts which portion are within the City Limits of
Owasso, Oklahoma.
2. Emergency. That for the preservation of the public peace,
health and safety, an emergency is found and declared to exist by
reason whereof this Resolution and Notice of Elections and Certi-
fication shall take effect from and after its passage and approval.
PASSED AND APPROVED and the emergency clause ruled and voted
upon separately and approved this day of 1979.
