in Council Chambers at City Hall, per the Notice of Public Meeting and Agenda
posted on City Hall Bulletin Board at 4:30 PM on May 2, 1980, and by reference
made a part hereof.
Present: Boyd Spencer, Chairman
Robbie Fickle, Vice Chairman
Don Thompson, Trustee
Dennis Burke, Trustee
Kenneth Thompson, City Manager

Absent: Al Lambert, Trustee
The meeting was called to order at 7:01 PM, with Chairman Spencer presiding.
ITEM 3 - APPROVE CONSENT AGENDA ITEMS
Motion was made by Don Thompson, seconded by Robbie Fickle, to approve Consent
Agenda items, as follows, as published in the Owasso Reporter on May 1, 1980,
and by reference made a part hereof:
A. Approve Minutes of April 15, 1980 Meeting.
B. Approve Warrants for Payment.
Ayes - Messrs. Spencer, Thompson, Burke, Mrs. Fickle, with Mrs. Fickle abstain-
ing on Warrant 752.
Nays - None
Motion carried.
ITEM 4 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT
Motion was made by Dennis Burke, seconded by Don Thompson, to approve additional
warrants for payment, and by reference made a part hereof.
Ayes - Messrs. Spencer, Thompson, Burke, Mrs. Fickle, with Mrs. Fickle abstain-
ing on Warrants 771 and 782.
Nays - None
Motion carried.
Chair recessed Owasso Public Works Authority at 7:03 PM.
Chair reconvened Owasso Public Works Authority at 8:06.
ITEM 1 - SWEARING IN AND SEATING OF TRUSTEE FRY OF WARD 5
Trustee Clyde Fry was given the Oath of Office by the City Attorney.
ITEM 2 - ELECTION OF CHAIRMAN AND VICE CHAIRMAN, TERMS OF ONE YEAR FROM MAY 1,

Motion was made by Dennis Burke, seconded by Clyde Fry, to appoint Boyd Spencer
as Chairman and Robbie Fickle as Vice Chairman.
Ayes - Messrs. Spencer, Burke, Fry, Mrs. Fickle

Motion carried.
ITEM 5 - APPROVE AGREEMENT WITH ROGERS COUNTY RURAL WATER DISTRICT NO. 3 TO DE -
ANNEX 720 ACRES OF LAND FROM WATER DISTRICT TERRITORY. PROPERTY INCLUDES SOUTH
1/2 OF THE SOUTHWEST 1/4 OF SECTION 21 AND ALL OF SECTION 28, ALL IN TOWNSHIP
21 NORTH, RANGE 14 EAST, TULSA COUNTY.
Mr. Thompson said this is the property by the highschool for which the City has
been negotiating. Rogers County will charge us $6,076.04 for the improvements
within the area being annexed.
Motion was made by Boyd Spencer, seconded by Dennis Burke, to approve agreement
with Rogers County Rural Water District No. 3 for 720 acres of land from their
water district, and by reference made a part hereof.

ITEM 6 - REQUEST TO SELL A 1/2 TON 1966 MODEL GMC PICKUP
This item was tabled until surplus vehicles have been disposed of.

ITEM 7 - UNFINISHED BUSINESS:
A - PUBLIC HEARING ON INCREASING SANITARY SEWER CHARGES
Mr. Thompson said this discussion was left at the last meeting with trying to
establish a discount for high volume users. He said Mr. Burke has also come
up with a proposal for residential users. He said with Mr. Burke's plan the
bulk of the customers would fall under the $4.50 category, which would make
the sewer operation self-supporting.
Mr. Thompson suggested we average the three months water usage in winter, as a
lot of summer watering does not go into the sewer system. Two laundrymat owners
were present and said it would be the worst time to average them as that is

their busiest time. It was explained that this three month averaging applied
only to the residential customers.
Mr. Thompson explained the winter months that would be averaged would be Decem-
ber, January and February. He said his proposal would be an income of $95,000.00
and Mr. Burke's would be $105,000.00, and that Mr. Burke's plan is workable.
He said the main difference between the plans is that Mr. Burke's would be
effective immediately, not in increments.
Motion was made by Boyd Spencer, seconded by Robbie Fickle, to increase resi-
dential sewer rates to: $1.50 for 0 to 2,000 gallons, $3.00 for 2,001 to 5,000
gallons and $4.50 for 5,001 and over, based on December, January and February
average water usage.

Motion carried.
Motion was made by Robbie Fickle, seconded by Dennis Burke, to increase commer-
cial sewer rates to: $4.50 on first 10,000 gallon, then 35(,' per thousand gallon
from 10,001 to 100,000 gallon, then 15G per thousand gallon over 100,000, to be
effective with the residential increase.

Motion carried.
B - APPROVE 25% UTILITY DISCOUNT TO LOW INCOME PERSONS
Motion was made by Dennis Burke, seconded by Robbie Fickle, to approve a 25%
water, sewer and refuse utility discount to low income persons.
Ayes - Messrs. Spencer, Burke, Fry, Mrs. Fickle
Nays - None
Motion carried.
ITEM 8 - NEW BUSINESS
Being no new business before the Owasso Public Works Authority, Chair adjourned
at 8:49 PM.
