1980, in Council Chambers at City Hall, per the Notice of Public Meeting and
Agenda posted on City Hall Bulletin Board at 3:00 PM on March 28, 1980, and by
reference made a part hereof.
Present: Boyd Spencer, Chairman

Absent: None
The meeting was called to order at 8:55 PM, with Chairman Spencer presiding.
ITEM 1 - SWEARING IN AND SEATING OF TRUSTEE BURKE OF WARD 1.
Trustee Burke was given the Oath of Office by City Attorney then took his seat
on the Board of Trustees.
ITEM 2 - APPROVE CONSENT AGENDA ITEMS
Motion was made by Boyd Spencer, seconded by Don Thompson, to approve Consent
Agenda items, as follows, as published in the Owasso Reporter on March 27, 1980,
and by reference made a part hereof:
A. Approve Minutes of March 4, 1980.
B. Approve Warrants for Payment.
C. Accept February 1980 Financial Statements.
Ayes - Messrs. Spencer, Thompson, Lambert, Burke, Mrs. Fickle, with Mrs. Fickle
abstaining on Warrants 665 and 666.
Nays - None
Motion carried.
ITEM 3 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT.
Motion was made by Don Thompson, seconded by Boyd Spencer, to approve additional
warrants for payment, and by reference made a part hereof.
Ayes - Messrs. Spencer, Thompson, Lambert, Burke, Mrs. Fickle, with Mrs. Fickle
abstaining on Warrants 707 and 708

ITEM 4 - APPROVE LOHREY AND JAY AUDIT FEE.
Motion was made by Don Thompson, seconded by Al Lambert, to approve Lohrey and
Jay audit fee for Owasso Public Works Authority in the amount of $5,400.00, and
by reference made a part hereof.
Ayes - Messrs. Spencer, Thompson, Lambert, Burke, Mrs. Fickle
Nays - None

ITEM 5 - REQUEST TO MAKE APPLICATION FOR GRANT TO FARMERS HOME ADMINISTRATION
FOR EAST OWASSO SANITARY SEWER DISTRICT IMPROVEMENTS.
Ken Thompson said this will not commit the City on this project. An applica-
tion has been made by the East Owasso area. He said it has been hung up in the
895 Review process with INCOG as not being a part of the 208 Wastewater plan.
Also, they do not have a legal entity to sponsor the application. Mr. Thompson
said he recommends we do show some interest in it and participate in the re-
application to Farmers Home. They did indicate there would be a loan available
to the property owners. No City money would go into it except administrative
costs as it would be a property owner assessment. He said it could be a long
term interest to the City, and have some input into the development.
Mr. Thompson further explained that are participation would be a contractural
arrangement with the district to administer and take their effluent, treat it,
maintain the lines at a per month charge to be billed through the water dis-
trict billing process. It would be either City water and where they would be
on the Rural Water District they will agree to putting it on their bill and
paying us in a lump -sum payment. Otherwise, we will have no control over dis-
connects or delinquent bills. He said if at any time we should determine it
is not advantageous to the City we could withdraw as sponsor as this process
will take a long time. The cost will be $5 to $8 million dollars.
Mr. Lambert asked exactly what area we are talking about and City Manager re-
sponded it would be roughly 126th would be the North boundary, the South bound-
ary would be 76th Street, the East boundary would be 177th.
Mayor Spencer asked two citizens present how they felt about the City sponsor-
ing the application. Both citizens felt we should participate as that area
considers themselves the "Owasso Community. One of the citizens present lives
in the affected area. They both felt we should have imput into the sewer sys-
tem that must eventually go into that area.

Don Thompson questioned the feelings of the people in the area that have septic
tanks that work adequately and how they would accept paying an assessment. Mr.
Kimball said there are not many in that situation, there are very few good, work-
ing septic systems in that area. He said if those houses were in Tulsa County
they could not have been built. Mr. Spencer said the residents will have to
vote on the assesment anyway.
Motion was made by Dennis Burke, seconded by Don Thompson, for the City of
Owasso to sponsor and make application for grant to Farmers Home Administration
for East Owasso Sanitary Sewer District improvements, and by reference made a
part hereof.

ITEM 6 - APPROVE SANITARY SEWER CHARGE INCREASE
City Manager reported that last year's income from sewer revenue was $31,296.00
as compared to a conservative cost of $95,718.00. He said the water revenue has
subsidized the sewer system.
Chairman Spencer called a Public Hearing of this item on April 15, 1980.
ITEM 7 - APPROVE 25% UTILITY'DISCOUNT TO LAW INCOME PERSONS.
Chairman Spencer tabled this item to April 15, 1980 meeting.
ITEM 8 - PROPOSAL FOR WATER LINE CROSSING OF MINGO EXPRESSWAY AT 96TH STREET
NORTH.
Ken Thompson said our engineers have brought to our attention that we are going
to need a 12" water line along 96th Street. The Highway Department is going to
require that it be placed in a casing under the new expressway and their pro-
posal is that we submit a letter to the Highway Commission showing our plans to
be a 24" conduit to cross the four lanes of the expressway and asking them to
have their contractor install it at the time the excavation and grading is done
and just bill us for it. Mr. Thompson it would be cheaper for the City and a
logical move. We are asking the Council for permission to so notify the Highway
Department. He said it could be two years away. Mr. Daubert, City Engineer,
commented it makes since to do it in this manner, and we will need it there in
the future. Mr. Daubert said it would be in a cost range of $4,500.00 to $5,000.00.
Motion was made by Robbie Fickle, seconded by Al Lambert, to approve making
application to the Highway Department for construction of waterline crossing
Mingo Expressway at 96th Street North.

ITEM 9 - UNFINISHED BUSINESS.
A - PURCHASE OF CONTAINERS FOR EVO REFUSE TRUCKS
Mr. Spencer commented he, Ken Thompson and Clyde Fry went to Ft. Smith to see
the system and he doesn't really know how he feels about it.
Mr. Thompson said there would be no expense but there are some problems. He
said the concept is to have an 8 yard container that the route men fill up then
just push it off the truck and pick up an empty one, then have the big commer-
cial truck come along and unload it just like they would a commercial customer
then set it back down for the residential truck to pick up again. He said they
have those points around their city but their biggest problem is blowing trash
and they have had to close down some of their location because the residents
around the area have complained. The second problem was the damage to the com-
mercial truck in dumping that much material, and lifting it has caused frontend
spring failures. He said Ft. Smith is gradually going away from the system and
going to 20 yard residential trucks.
Mr. Thompson said he and Mr. Williams had discussed this system, in trying to
economize our system, but he does have some hesitation about it.
Mr. Spencer said they have to have from 2 to 3 people continually just to run
down the blowing trash.
Mrs. Fickle asked if we actually need it at this time, and Mr. Thompson responded
it is not critical.
Bill Williams commented that it would benefit during bad weather when we cannot
get in and out of the dump.
Mr. Spencer asked Mr. Fry how he felt, and Mr. Fry said his opinion is that we
continue as we are at this time and then later try to go to the larger residential
truck. Mrs. Fickle commented she agreed with Mr. Fry in that it seems the most
logical move at this time.
Don Thompson responded that may be true except with fuel the way it is we might
be able to recover the $6,000.00 investment in a reasonably short period of
time. He said it is an investment that may or may not pay off and questioned
if we could re -sell the containers if it does not work for us.
Mr. Spencer said he felt EVO equipment is too expensive for our City. He com-
mented on the down -time that we have with the trucks, as they are broke down a
lot, and the cost will eat us up. He felt we would need to eventually get out

of the EVO system and in his opinion it will break Owasso if we keep putting as
much money in it as we have, we just can't stay up with it.
Don Thompson questioned this as he had not seen any exorbitant bills come through
on them. Mr. Spencer said we are fortunate right now as we have our own mechanic
but if we didn't have him we would be seeing the bills. Mr. Thompson then ques-
tioned if they are down more than any other refuse truck, and Mr. Spencer said
in his opinion, yes.
Ken Thompson said this is not critical and we can still look around for a better
answer.
ITEM 10 - NEW BUSINESS
Mr. Charney said since the Council pay was voted down by the people he would like
to look into the OPWA trust authority and see if there is some way they could be
paid.
M'r. Spencer said if the people voted no, we should leave it at that.
Being no further business before the Owasso Public Works Authority, Chair ad-
