HomeMy WebLinkAbout1980.02.19_OPWA MinutesThe Owasso Public Works Authority met in regular session on Tues- day, February 19, 1980, in Council Chambers at City Hall, per the Notice of Public Hearing and Agenda posted on City Hall Bulletin Board at 3:00 PM on February 15, 1980, and by reference made a part hereof. Present: Boyd Spencer, Chairman Robbie Fickle, Vice Chairman Don Thompson, Trustee Al Lambert, Trustee Kenneth Thompson, City Manager Harold Charney, City Attorney Wauhilleau Webb, Recording Secretary Absent: None The meeting was called to order at 8:05 PM, with Chairman Spencer presiding. ITEM 1 - APPROVE CONSENT AGENDA ITEMS Motion was made by Don Thompson, seconded by Al Lambert, to ap- prove Consent Agenda items, as follows, as published in the Owasso Reporter on February 14, 1980, and by reference made a part hereof: A. Approve Minutes of February 5, 1980. B. Approve Warrants for Payment. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle, with Mrs. Fickle abstaining on Warrant.591. Nays - None Motion carried. ITEM 2 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT Motion was made by Don Thompson, seconded by Al Lambert, to ap- prove warrants for payment, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle Nays - None Motion carried. ITEM 3 - RECEIVE AND FILE JANUARY 1980 FINANCIAL STATEMENTS Motion was made by Boyd Spencer, seconded by Robbie Fickle, to receive and file January 1980 Financial Statements, and by re- ference made a part hereof. ITEM 4 - APPROVE AND ACCEPT FISCAL 1978-1979 AUDIT Mayor Spencer directed this item to be discussed at a Special Meeting called for 7:00 PM on Monday, February 25, 1980. ITEM 5 - REVIEW STATUS OF CITY WATER SERVICE IN RIO VISTA SUB- DIVISION Council went into an Executive Session at 8:05 PM to discuss this matter and returned at 8:31 PM. Harold Charney said he would like to give the Council a legal opinion that since this matter is now in litigation and has not been resolved, he is advising that the City furnish water to Rio Vista Subdivision pending the outcome of litigation or .a settlement between the City of Owasso and Rural Water District No. 3. Motion was made by Don Thompson, seconded by Boyd Spencer, to furnish water to Rio Vista Subdivison pending the outcome of litigation or a settlement between the City of Owasso and Rural Water District No. 3. Ayes - Messrs. Spencer, Thompson, Lambert Nays - None Abstain - Mrs. Fickle Mottion was made by Boyd Spencer, seconded by Al Lambert, to advise Bufford Williams that it is to the best interest of him- self and the City that he make inquiry of Rural Water District No. 3 of it's capabilities to furnish water to Rio Vista Sub- division. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle Nays - None Motion carried. Owasso Public Works Authority February 19, 1980 Page Three Motion was made by Boyd Spencer, seconded by Robbie Fickle, to send a letter to Rural Water District No. 3, Washington County, advising them of the action taken by Owasso City Council. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle Nays - None Motion carried. ITEM 6 - DISCUSS PURCHASE OF CONTAINERS FOR'EVO REFUSE TRUCKS City Manager explained that Load -All has beds that are 8' rather than 12' and some used ones are available. It was considered to have a central location for the residential trucks to dump here in town, rather than going to the dump three or four times a day. The commercial truck would then load it and take it to the dump. The advantages would mainly be conserving fuel. Ken Thompson said we could get by with 6 or 8 but they have 14 for $6,000.00 and we could purchase all for about we we could purchase the 6 or 8. They are available in Mt. Pleasant, Mo. Mayor Spencer asked Mr. Williams how he heard about this, to which Mr. Williams responded through Leroy Johnson who is going out of business as he lost his contract. Mayor Spencer com- mented he has been in touch with the dump and we are unloading twice a day. Mr. Williams replied 2.7 times a day. Mayor Spencer said he would like another sixty days to think about it. Don Thompson questioned what happens when you dump 8 yards of packed refuse into the commercial truck all at once, as that is quite different from 8 yards of loose refuse. Mayor Spencer expressed a concern that they might not be regu- larly dumped Motion was made by Don Thompson, seconded by Boyd Spencer, to table discussion of purchase of containers for EVO refuse trucks to the April 1, 1980 meeting. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle Nays - None Motion carried.
