HomeMy WebLinkAbout1980.02.05_OPWA MinutesThe Owasso Public Works Authority met in regular session on Tues- day, February 5, 1980, in Council Chambers at City Hall, per the Notice of Public Hearing and Agenda posted on City Hall Bulletin Board at 2:00 PM on February 1, 1980, and by reference made a part hereof. Present: Boyd Spencer, Chairman Robbie Fickle, Vice Chairman Don Thompson, Trustee Al Lambert, Trustee Ken Thompson, City Manager Harold Charney, City Attorney Wauhilleau Webb, Recording Secretary Absent: None The meeting was called to order at 8:38 PM, with Chairman Spencer presiding. ITEM 1 - APPROVE CONSENT AGENDA ITEMS Motion was made by Don Thompson, seconded by Boyd Spencer, to approve Consent Agenda items, as follows, as published in the Owasso Reporter on January 31, 1980, and by reference made a part hereof: A. Approve Minutes of January 15, 1980, Meeting. B. Approve Warrants for Payment. C. Approve Agreement with Atchison, Topeka and Santa Fe For Right of Way for 16" Water Line. D. Approve Resolution No. 80-3 Increasing Water Rates. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle, with Mrs. Fickle abstaining on Warrants 527, 528, 529, 532 and 533. Nays - None Motion carried. ITEM 2 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT Motion was made by Don Thompson, seconded by Al Lambert, to approve additional warrants for payment, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle, with Mrs. Fickle abstaining on Warrants 565 and 567. Nays - None Motion carried. Owasso Public Works Authority February 5, 1980 Page Two ITEM 3 - APPROVE PURCHASE OF APPROXI14ATELY 55 ACRES FROM J. RAY SMITH Ken Thompson explained this property lies South and Southwest of the original part of the City and would be used for the ex- pansion of the lagoon system and other related expansion. He said they have requested cash payment; it would be $15,500.00 down and we would borrow the balance from the local bank at 8% interest for two years. Mr. Thompson said he feels we can han- dle it financially. Motion was made by Boyd Spencer, seconded by Don Thompson, to purchase 55 acres from J. Ray Smith as he agreed to sell it, that being $1,000.00 per acre. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle Nays - None Motion carried. ITEM 4 - APPROVE VACATING PORTION OF SEWER EASEMENT IN THREE LAKES SHOPPING CENTER Motion was made by Robbie Fickle, seconded by Boyd Spencer, to approve vacating portion of sewer easement in Three Lakes Shop- ping Center, in accordance with the plan as approved by Bill Williams, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle Nays - None Motion carried. ITEM 5 - NEW BUSINESS Motion was made by Boyd Spencer, seconded by Don Thompson, to purchase 18 acres of land from Guaranty National Bank of Tulsa and that we offer them the same price for the land that we will pay for Mr. Smith's, if they wish to sell it to us, under terms and conditions that the City can meet. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle Nays - None �I Owasso Public Works Authority February 5, 1980 Page Three Motion carried.
