HomeMy WebLinkAbout1980.01.02_OPWA MinutesThe Owasso Public Works Authority met in regular session on Wed- nesday, January 2, 1980, in Council Chambers at City Hall, per Notice of Public Meeting and Agenda posted on City Hall Bulletin Board at 4:15 PM on December 28, 1979, and by reference made a part hereof. Present: Boyd Spencer, Chairman Robbie Fickle, Vice Chairman Don Thompson, Trus.tee Robert Wrestler, Trustee Al Lambert, Trustee Ken Thompson, City Manager Harold Charney, City Attorney Wauhilleau Webb, City Clerk Absent: None The meeting was called to order at 7:36 PM, with Chairman Spencer presiding. ITEM 1 - APPROVE MINUTES OF DECEMBER 18, 1979 Motion was made by Robert Wrestler, seconded by Don Thompson, to approve minutes of December 18, 1979, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Wrestler, Lambert, Mrs. Fickle Nays - None Motion passed. ITEM 2 - APPROVE WARRANTS FOR PAYMENT Mr. Lambert questioned Warrant No. 457 to United Engines in the amount of $249.90, stating he assumed it was in connection with the garbage truck but questioned why it was overtime. Mr. Williams explained that it was 3:30 PM when they took the truck in and they didn't get on it until after 5:00 PM. Mr. Williams said he needed the truck and they kept three employees over so he could have the truck running the next morning. Mr. Lambert asked if the truck was still under warranty and if we could be reimbursed by Load -Al. Mr. Williams said the truck is still under warranty but he didn't think we would be reimbur- sed. Mr. Spencer questioned why this bill from March 1979 was so late being submitted. Mr. Williams said he has had the bill for some time and it was submitted with other bills to Allison Transmis- sion to be paid and Allison rejected the overtime. He said he kept holding it hoping Allison Transmission would finally agree to pay it. Allison had even charged a late charge interest but Mr. Williams had gotten them to remove that charge. Owasso Public Works Authority January 2, 1980 Page Two Mr. Spencer commented that the City purchased a brand new trans- mission from Load -Al and they are responsible for it. Mr. Thompson agreed, but commented warranties will not pay overtime. Mr. Spencer again stated he felt Load -Al should stand behind their truck. Mr. Thompson said they did stand behind it, but not for the overtime. Mr. Spencer referred to when he and Mr. Williams visitied with Jim Payne of Load -Al regarding the second trash truck and Mr. Payne said it was "like new" but we still had to buy two new tires and a paint job. Mr. Williams replied that the Council left it up to him to inspect the truck and he did not feel the tires were good enough for him to drive it the 1,000 miles back to Owasso. Mr. Wrestler asked if we requested payment from Load -Al on this invoice, and Mr. Williams replied yes, but they felt Allison should be responsible for it. Mr. Wrestler then asked what it would have caused if we had waited and had it serviced on nor- mal work hours. Mr. Williams said they would had to have just worked us in and it would have caused the loss of at least one day's trash service, probably more. Mr. Thompson commented that Mr. Williams was under considerable pressure at that time to prove the trash service. Ken Thompson said he has had several situations in the past with Load -Al and he has found them very hard to deal with. He then questioned if Load -Al will stand good on all items. Mr. Williams said they go back to the individual manufacturers. Ken Thompson said he agrees with Mr. Spencer that Load -Al should accept that responsibility, not their suppliers. Motion was made by Boyd Spencer, seconded by Robbie Fickle, to approve warrants for payment, with the exception of Warrant No. 457, and directed that on said warrant that Ken Thompson con- tact Load -Al and see what can be done on the $249.90 overtime as the City of Owasso should not pay for something that is guaranteed, and by reference made a part hereof. Ayes - Messrs. Spencer, Wrestler, Lambert, Mrs. Fickle, with Mrs. Fickle abstaining on Warrants 447, 448, 449, 450 and 461. Nays - Mr. Thompson Motion passed. Owasso Public Works Authority January 2, 1980 Page Three ITEM 3 - APPROVE ACCEPTANCE OF STATE HEALTH DEPARTMENT SANITARY SEWER PERMIT NO. SL-79-491 FOR 76 CENTER. O Motion was made by Robbie Fickle, seconded by Robert Wrestler, to approve acceptance of State Health Department Sanitary Sewer Permit No. SL-79-491 for 76 Center, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Wrestler, Lambert, Mrs. Fickle Nays - None Motion passed. ITEM 4 - NEW BUSINESS Motion was made by Robert Wrestler, seconded by Robbie Fickle, to approve acceptance of sewer lines for the Public Service Sub - Station, and water and sewer lines for Elm Creek Phase II, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Wrestler, Lambert, Mrs. Fickle Nays - None Motion passed. Being no further business before the Owasso Public Works Author- ity, Chair adjourned at 7:55 PM.
