HomeMy WebLinkAbout1981.10.13_OPWA Minutes_SpecialThe Owasso Public Works Authority met in a Special Meeting on Tuesday, October 13, 1981, in the Council Chambers at City Hall, per Notice of Public Meeting and Agenda posted on City Hall bulletin board at 9:00 AM on October 5, 1981, and by reference made a part hereof. The purpose for calling the Special Meeting was to meet with representatives of Farmers Home Administration to discuss the East Owasso Sewer District. Present: Lyle Wasserman, Chairman Phyllis Gross, Vice Chairman John Stadler, Trustee Kenneth Thompson, City Manager Wauhilleau Webb, Recording Secretary Absent: Boyd Spencer, Trustee James Smalley, Trustee Harold Charney, City Attorney The meeting was called to order at 7:05 PM with Chairman Wasserman presiding and leading the flag salute. Mr. George Tipton with Farmers Home Administration explained this is a required Pre -Application Conference. He said their purpose for being there is to advise us on funding and recommend filing the application with EPA but other sources should also be investigated. He said the cost would be a million and a half for the treatment and a million and a half for the collection. Mr. Tipton said they were concerned with the lack of interest indicated from the rural residents. Again he suggested starting with EPA and then determining if we want to go to the rural areas or just stay close to the corporate limits. Mr. Thompson asked if our rate would be higher if we cut it down and Mr. Tipton replied it would be easier for them to fund but it would put it down on the priority list, so it would be a "toss-up". Mr. Stadler said as he understood it the people had approached the City about taking care of their sewage and Mr. Thompson said that was correct. Mr. Stad- lerthen asked what is the main benefit. Mr. Thompson explained the first bene- fit would go to the property owners and then the areas within the fenceline and also we had agreed in prinicipal only that we would consider treating their waste through our system if they would put up the capital to upgrade our treat- ment system as they didn't want to get into the sewage treatment business. Dave Sanders, B.W.T. Furlow, asked if there is still a moritorium by the Health Department and Mr. Thompson said there is in La Strange Acres. Mr. Sanders explained a small grant paid for this application. Mr. Stadler commented it seems to him they are trying to get the City to do their leg work. Mr. Sanders responded that the rural residents got it set up then they were overwhelmed by the requirements and the cost but he knows there is a need. Mr. Wasserman asked Mr. Thompson how he felt and Mr. Thompson said we have done all we can do, as we agreed to take this step for them as their sponsoring agent. The Board felt they should get some organization going at least more than what it seems they are doing, as no one was present representing them. Owasso Public Works Authority Page Two October 13, 1981 Mr. Thompson explained the intercepter and the plant would be taken care of with the Step I application we have filed with EPA for sewage treatment facilities. Mr. Tipton asked if we want to leave the pre -application on file and Mr. Thompson felt it wouldn't hurt although it seems a dead issue at this point. Mr. Tipton said the chances of Farmers Home Administration funding the project is very slim at this time. It was agreed Mr. Tipton would officially write a letter and Mr. Thompson would reply requesting Farmers Home Administration to hold the pre - application on file. Chair adjourned at 7:32 PM. Lyle L.
