HomeMy WebLinkAbout1981.10.06_OPWA MinutesOn Tuesday, October 6, 1981, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall, per the Notice of Public Meeting and Agenda posted on City Hall bulletin board at 10:30 AM on October 2, 1981, and by reference is made a part hereof. ITEM 1 - CALL TO ORDER. The meeting was called to order at 10:55 PM with Mr. Wasserman presiding. ITEM 2 - SEATING AND SWEARING IN OF LYLE WASSERMAN FROM WARD 1. ITEM 3 - SEATING AND SWEARING IN OF JOHN STADLER FROM WARD 2. Mr. Wasserman and Mr. Stadler were given the Oath of Office by the City Clerk and seated on the Board to fill unexpired terms created by recall elections to expire May 4, 1982. ITEM 4 - ROLL CALL. Present: Lyle Wasserman Boyd Spencer James Smalley Phyllis Gross John Stadler Kenneth Thompson, City Manager Harold Charney, City Attorney Wauhilleau Webb, Recording Secretary Absent: None ITEM 5 - ELECTION OF CHAIRMAN. Motion was made by Phyllis Gross, seconded by John Stadler, to appoint Lyle Wasserman as Chairman. Ayes - Messrs. Wasserman and Stadler and Mrs. Gross Nays - None Abstain - Messrs. Smalley and Spencer Motion carried. ITEM 6 - ELECTION OF VICE CHAIRMAN. Motion was made by James Smalley, seconded by John Stadler, to appoint Phyllis Gross as Vice Chairman. Ayes - Messrs. Wasserman, Stadler, Smalley and Mrs. Gross Nays - None Abstain - Mr. Spencer Motion carried. Owasso Public Works Authority Page Two October 6, 1981 ITEM 7 - APPROVE MINUTES OF SEPTEMBER 15, 1981 REGULAR MEETING. Motion was made by Boyd Spencer, seconded by Phyllis Gross, to approve minutes of September 15, 1981 regular meeting, and by reference are made a part hereof. Ayes - Messrs. Spencer, Wasserman, Stadler, Smalley and Mrs. Gross Nays - None Motion carried. ITEM 8 - REQUEST TO PURCHASE OR LEASE -PURCHASE RESIDENTAIL REFUSE TRUCK. The City Mechanic, Steve Reilly, said whatever trucks we go with we should stay with them because of parts. He said Lodal has been good to us as he has never seen a company come and replace a defective part as does Lodal. He said every time a refuse truck breaks down it has been from abuse. Motion was made by Boyd Spencer to go out on bid for a residential refuse truck but motion died for the lack of a second. Motion was made by James Smalley, seconded by Phyllis Gross, to go with Lodal for a residential refuse truck. Ayes - Messrs. Wasserman, Spencer, Smalley, Stadler and Mrs. Gross Nays - None Motion carried. Motion was made by John Stadler, seconded by Phyllis Gross, to waive bidding procedure and declare an emergency for the preservation of public peace, health and safety. Ayes - Messrs. Wasserman, Smalley, Stadler and Mrs. Gross Nays - None Abstain - Mr. Spencer Motion carried. ITEM 9 - REVIEW BIDS FOR MATERIAL TO CONSTRUCT WATER LINE TO NEW JUNIOR HIGH SCHOOL. Motion was made by Boyd Spencer, seconded by John Stadler, to award material to construct water line to new Junior High School to Water Products for $17,654.07. Ayes - Messrs. Wasserman, Stadler, Smalley, Spencer and Mrs. Gross Nays - None Motion carried. Owasso Public Works Authority Page Three October 6, 1981 ITEM 10 - REQUEST BY MR. H. D. HALE FOR BOARD TO APPOINT REPRESENTATIVES TO MEET WITH HIM TO DISCUSS MUTUAL PROBLEMS. This item was taken care of on the City agenda. ITEM 11 - REQUEST TO CALL A SPECIAL OPWA MEETING WITH REPRESENTATIVES OF FAR- MERS HOME ADMINISTRATION REGARDING EAST OWASSO SEWER DISTRICT. Motion was made by Phyllis Gross, seconded by James Smalley, to call a Special OPWA meeting for 7:00 PM, Tuesday, October 13, 1981, to meet with representatives of Farmers Home Administration to discuss the East Owasso Sewer District. Ayes - Messrs. Wasserman, Spencer, Stadler, Smalley and Mrs. Gross Nays - None Motion carried. ITEM 12 - APPROVE WARRANTS FOR PAYMENT. Motion was made by Phyllis Gross, seconded by John Stadler, to approve Warrants 247 through 316 for $49,835.74, authorize Chairman to sign same, and by refer- ence are made a part hereof. Ayes - Messrs. Wasserman, Spencer, Stadler, Smalley and Mrs. Gross Nays - None Motion carried. ITEM 14 - APPROVAL OF STEP 1 APPLICATION TO EPA FOR SEWER FACILITIES PLANNING. Mr. Mansur explained this is the formal application for the grant and the Step I study. The cost of the application was $3,000.00. Motion was made by Phyllis Gross, seconded by John Stadler, to approve Resolu- tion No. 81-13 to make the Step I application to EPA for sewer facilities plan- ning for the Mayor and City Manager's signatures. Ayes - Messrs. Wasserman, Stadler, Smalley and Mrs. Gross Nays - None Abstain - Mr. Spencer Motion carried. Owasso Public Works Authority Page Four October 6, 1981 ITEM 13 - NEW BUSINESS.
