HomeMy WebLinkAbout1981.09.15_OPWA MinutesOn Tuesday, September 15, 1981, the Owasso Public Works Authority met in regu- lar session in the Council Chambers at City Hall, per the Notice of Public Meet- ing and Agenda posted on City Hall bulletin board at 1:00 PM on September 11, 1981, and by reference is made a part hereof. ITEM 1 - CALL TO ORDER. The meeting was called to order at 8:40 PM with Chairman Spencer presiding. ITEM 2 - ROLL CALL. Present: Boyd Spencer, Chairman Dennis Burke, Vice Chairman Al Lambert, Trustee Phyllis Gross, Trustee Kenneth Thompson, City Manager Harold Charney, City Attorney Wauhilleau Webb, Recording Secretary Absent: None Mr. James Smalley was given the Oath of Office by Mr. Charney and seated on the Board. ITEM 3 - APPROVE MINUTES OF SEPTEMBER 1, 1981 REGULAR MEETING. Motion was made by Dennis Burke, seconded by Phyllis Gross, to approve Minutes of September 1, 1981 regular meeting, and by reference are made a part hereof. Ayes - Messrs. Spencer, Burke and Smalley and Mrs. Gross Nays - None Abstain - Mr. Lambert Motion carried. ITEM 4 - PUBLIC MEETING TO DISCUSS FEDERAL GRANT APPLICATION FOR STEP I SEWER FACILITIES PLANNING STUDY. Mr. George Strella commented this is not a formal public hearing but just a pub- lic meeting. The application should be to EPA by October 1. Mr. Strella covered the Study. Susan Young covered the stream study which will be a two part study and she said time is critical due to testing while we are still in the hot, dry season. Mayor Spencer asked for comments from the public and none were given. ITEM 5 - REQUEST AUTHORIZATION TO PAY BACK ELM CREEK SEWER BOND FUNDS DECEMBER 1, 1981. Motion was made by Boyd Spencer, seconded by Dennis Burke, to exercise the City's right to pay back Elm Creek sewer bond funds on December 1, 1981, retaining $37,000.00 for maintenance and operations of the system. Ayes - Messrs. Spencer, Lambert, Burke, Smalley and Mrs. Gross go Owasso Public Works Authority Page Two September 15, 1981 Nays - None Motion carried. ITEM 6 - INTERVIEW REPRESENTATIVES OF CONSULTING ENGINEERING FIRMS. Chairman Spencer requested the engineering firms to hold their presentations to ten minutes. Poe and Associates: Mr. Joe Pitts addressed Council that their major opera- tions have been south of the turnpike gate in Oklahoma City, City of Norman's water plant and other projects for Nowata and Jenks. He said they are quali- fied to do all types of civil engineering. Furlow and Associates: Mr. Randy Garing commented they have the financial strength to stay with a project and they have a civil/municipal division. He said they have done several projects for the City of Sapulpa. Spradling and Associates: Mr. Jack Spradling said they are a smaller firm con- centrating on small cities. They have done projects for Bixby, Glenpool, Skiatook, Dewey and Collinsville. Mr. Thompson advised firms the Council will probably make a decision in 30 days. ITEM 7 - APPROVE WARRANTS FOR PAYMENT. Motion was made by Al Lambert, seconded by Dennis Burke, to approve for payment Warrants 216 through 246 in the amount of $48,654.75, authorize Chairman to sign same, and by reference are made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Smalley and Mrs. Gross Nays - None Motion carried. ITEM 8 - NEW BUSINESS. I t em Mr. Thompson commented a warrant to Jack Ashby should have been on the Warrant List and was not so they will pay Mr. Ashby and have it on the next warrant list.
