HomeMy WebLinkAbout1981.09.01_OPWA MinutesOn Tuesday, September 1, 1981, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall, per the Notice of Public Meeting and Agenda posted on City Hall bulletin board at 2:00 PM on August 28, 1981, and by reference is made a part hereof. ITEM 1 - CALL TO ORDER. The meeting was called to order at 8:37 PM with Chairman Spencer presiding. ITEM 2 - ROLL CALL. Present: Boyd Spencer, Chairman Dennis Burke, Vice Chairman Phyllis Gross, Trustee Kenneth Thompson, City Manager Harold Charney, City Attorney Wauhilleau Webb, Recording'.Secretary Absent: Al Lambert, Trustee ITEM 3 - APPROVE MINUTES OF AUGUST 18, 1981 REGULAR MEETING. Motion was made by Dennis Burke, seconded by Boyd Spencer, to approve Minutes of August 18, 1981 regular meeting, and by reference are made a part hereof. Ayes - Messrs. Spencer and Burke and Mrs. Gross Nays - None Motion carried. ITEM 4 - PROPOSED WATER RATE INCREASE. Mr. Thompson explained Tulsa has given us a rate increase and he is requesting approval to pass the increase on to our users. He said the increase was from 72(1, to 77� per thousand gallon. The Council was presented with three options: 1. Straight 7% increase across the board to City and out -of -City users. 2. Straight 10% increase across the board to City and out -of -City users. 3. 10% increase in City and 7% increase for out -of -City, which would re- duce our 60% increase spread between City and out -of -City users. Mr. Thompson felt we needed additional money to be put into the system so we do not have to borrow money each time we need to make improvements. He said letters have been sent to Collinsville, Rogers County No. 3 and Washington County No. 3 regarding selling us water and Collinsville has replied that they are not interested in selling water to us and he hears Rogers County No. 3 feels the same and Washington County No. 3 is still open for discussion. Mr. Burke agreed that the Council should not continue to borrow money for major improvements when we need large sums of money for water improvements but put it to a vote of the people. Mr. Thompson said not just on water but a sewer bond package is needed also. Motion was made by Dennis Burke, seconded by Phyllis Gross, to approve City Man- agers recommendation of a straight ten percent increase in water rates to all customers. Ayes - Messrs. Spencer and Burke and Mrs. Gross Nays - None Owasso Public Works Authority Page Two September 1, 1981 Motion carried. Motion was made by Dennis Burke, seconded by Phyllis Gross, for the 10% water increase to be effective October 1, 1981. Ayes - Messrs. Burke and Spencer and Mrs. Gross Nays - None Motion carried. ITEM 5 - CITY ATTORNEY'S REPORT ON NEGOTIATIONS WITH MR. H. D. HALE. This item was covered under the City Council agenda. ITEM 6 - APPROVE WARRANTS FOR PAYMENT. Motion was made by Boyd Spencer, seconded by Dennis Burke, to approve cancella- tion of Warrant 86 for $265.00, approve payment of Warrants 109 through 185 for $49,305.36, authorize Chairman to sign same, and by reference are made a part hereof. Ayes - Messrs. Spencer and Burke and Mrs. Gross Nays - None Motion carried. ITEM 7 - REVIEW BIDS FOR UTILITY TRAILER. Motion was made by Phyllis Gross, seconded by Dennis Burke, to award bid for utility trailer to Bob Thomas in the amount of $2,800.00, and by reference is made a part hereof. Ayes - Mr. Burke and Mrs. Gross Nays - None Abstain - Mr. Spencer Motion carried. ITEM 8 - NEW BUSINESS Being no new business before the Owasso Public Works Authority, Chair adjourned at 8:52 PM.
