HomeMy WebLinkAbout1981.07.07_OPWA MinutesOn Tuesday, July 7, 1981, the Owasso Public Works Authority met in regular ses- sion in the Council Chambers at City Hall, per the Notice of Public Meeting and Agenda posted on City Hall bulletin board at 2:30 PM on July 2, 1981, and by re- ference made a part hereof. ITEM 1 - CALL TO ORDER. The meeting was called to order at 8:08 PM with Chairman Spencer presiding. o ITEM 2 - ROLL CALL, Present: Boyd Spencer, Chairman Dennis Burke, Vice Chairman Al Lambert, Trustee Steven Clark, Trustee Phyllis Gross, Trustee Kenneth Thompson, City Manager Harold Charney, City Attorney Wauhilleau Webb, Recording Secretary Absent: None ITEM 3 - REVIEW PROPOSAL BY MANSUR-DAUBERT-WILLIAMS FOR RENEWAL OF ENGINEERING SERVICES CONTRACT FOR ONE YEAR. Motion was made by Dennis Burke, seconded by Al Lambert, to accept bids for a retainer contract from any interested engineering firm. Ayes - Messrs. Spencer, Lambert, Burke and Clark Nays - None Abstain - Mrs. Gross Motion carried. ITEM 4 - APPROVE MINUTES OF JUNE 16, 1981 REGULAR MEETING. Motion was made by Dennis Burke, seconded by Steve Clark, to approve Minutes of June 16, 1981 regular meeting, and by reference are made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Clark and Mrs. Gross Nays - None Motion carried. ITEM 5 - DISCUSS SELECTION OF ENGINEER TO PERFORM THE STEP I PLANNING APPLICA- TION TO UPGRADE THE CITY SANITARY SEWER FACILITIES. The minority firms and requirements were discussed and the three engineers pres- ent (Mansur, Young and Lyman) agreed that the primary contractor meets the 14% to 18% required bracket through sub -contractors. Mr. Young commented the City selects an engineer then you agree upon the price as EPA has to approve the price also which prevents us from being overcharged. Owasso Public Works Authority Page Two July 7, 1981 Mrs. Gross suggested asking Mansur-Daubert-Williams to submit their proposal then if it is not what the Board wants they can ask for other proposals. Since there is a time element, Mr. Spencer felt all three firms should submit pro- posals. Mr. Lyman recommended the proposals be submitted in two phases: first, the technical aspects and, second, pricing information to be kept separate and sealed. Mr. Mansur and Mr. Young agreed. Motion was made by Boyd Spencer, seconded by Dennis Burke, to ask Mansur-Daubert- Williams, Al Young and Associates and Wilson and Company to make proposals within the next two weeks for making application and performing Step I to up- grade sanitary sewer facilities, to be placed on the July 21, 1981 agenda with Mr. Thompson's recommendation. Ayes - Messrs. Spencer, Lambert, Burke, Clark and Mrs. Gross Nays - None Motion carried. ITEM 6 - APPROVE WARRANTS FOR PAVMFNT_ Motion was made by Dennis Burke, seconded by Phyllis Gross, to approve 1980-81 Warrants 1203 through 1300, removing Warrant 1290, for a total of $26,982.68, cancellation of Warrants 1169 and 1176 for a total of $3,620.07, 1981-82 War- rants 1 through 8 for a total of $18,319.19, authorize Chairman to sign same, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Clark and Mrs. Gross, with Dr. Clark abstaining on Warrant 1240. Nays - None Motion carried. ITEM 7 - NF.W RTTSTNFCR Item Mr. Charney reported to the Board he has negotiated with H. D. Hale in regard to the pending lawsuit and some items presented by Mr. Hale are not subject to negotiation. Mr. Charney recommended rather than condemning the property we pay $2,500.00 for the purchase, which would be cheaper than the lawsuit, although Mr. Hale wants $10,000.00. Some of the non-negotiable items were to pay Mr. Hale's attorney fees and provide him unlimited sewer taps. Owasso Public Works Authority Page Three July 7, 1981 Item Mr. Spencer commented he would like to see in the Personnel Manual that employees not be allowed to work eight hours at another job and eight hours for the City, in any department. He said other City Managers do not allow it and it is in their Personnel Manual. Mr. Spencer said he would also like to see personnel sign in and out when they are out of the office during regular working hours.
