sion in the Council Chambers at City Hall, per the Notice of Public Meeting and
Agenda posted on City Hall bulletin board at 12:30 P11 on April 16, 1981, and by
reference made a part hereof.
ITEM 1 - CALL TO ORDER.
The meeting was called to order at 8:50 PM with Chairman Spencer presiding.
ITEM 2 - ROLL CALL.

ITEM 3 - APPROVE MINUTES OF APRIL 7, 1981 REGULAR MEETING.
Motion was made by Dennis Burke, seconded by Al Lambert, to amend Item 10 of the
minutes to read "Council informed Mr. Thompson he had the right under the City
Ordinances to accept those bids without approval of Council".
Ayes - Messrs. Spencer, Lambert, Burke, Clark and Mrs. Fickle
Nays - None
Motion carried.
Mr. Thompson said the minutes should reflect that the car was sold. Mr. Williams
said they went down to pick up the car and someone had stolen the carborator.
Motion was made by Dennis Burke, seconded by Al Lambert, to approve minutes of
April 7, 1981, regular meeting, with the above correction, and by reference made
a part hereof.

ITEM 4 - REQUEST TO CONNECT TO THE ELM CREEK SANITARY SEWER SYSTEM.
Mr. Thompson referred the Board to his memo on the action that has been taken on
this so far. He said he did check into the creation of the district, the origi-
nal costs, the assessments that were made on it, how the breakdown was done at
that time, recommended what we would consider an equitable way in which additional
property could get into the Elm Creek sewer system, what would happen to the
funds if the property were approved and the assessments made. He said Mr. Carr

is here tonight to make this req uest. He noted two things that were covered in
his memo: 1) the land in question is within the Rogers County Rural Water Dis-
trict No. 3 territory, and 2) it is outside our fence line. He said whatever
they do on the sewer system they should keep the water in mind.
Mr. Carr said he needs further clarification. He said he understands that the
sewer district at the present time was established in 1975 and in looking at the
figures per acre he sees the cost ran from a low of $225.00 per acre to a high
of $963.00. He said his question was should he not just be charged for the
trunk lines as those figures include some lateral lines. Mr. Williams said
there were no lateral lines involved. Mr. Carr asked why there was such a dif-
ference in cost. Mr. Thompson said they could not find a reason why it varies
but part of it would be Baptist Village which was more or less an afterthought.
Mr. Williams said Baptist Village ran their own lines to the lift station and
tied on which would vary the cost.
Mr. Carr said the next question he had was that he would think we would take the
present proposed twenty acres and add it in so our cost would be included in the
overall cost of the project and then an annual assessment be made to it. The
proposal here is to pay for it up front and the entire cost go to the homeowner
of the property. He said he didn't think it was fair to be assessed and pay it
up front -and there is nothing in the proposal to show they would get reimbursed.
Mr. Charney commented that when a developer in Owasso puts in a sewer line he puts
it in at his own cost unless the City requests a larger line and when Sokolosky
and his group put all that in they spent their money up front to have it developed.
They feel he is putting 20 acres into that and he should put his money up front
with them. He said the question the City has to face is should that money be put
up front to pay the developers or come to the City. Mr. Thompson said he failed
to put in the memo that they are repaid for sewer taps; $255.00 goes to retire
the bond and $50.00 goes to the City. Mr. Carr said are you saying that sewer
taps will come back to him, and Mr. Thompson said if we follow the procedure
that's in the rest of district it will come back to you except $50.00.
Mr. Thompson said we need to start someplace as this will not be the only request
to come into the system and we need a policy. He said the first thing the Board
needs to decide is to develop a policy to allow additional properties and,
secondly, if you want to give us any input as to what would be fair. He feels
we are close to a formula, but need to decide how we want to handle the water
problem. He said he talked briefly with the Water Disrict and should not have
any difficulty getting a release from them.
Mr. Burke said if Rogers County is willing to supply water and willing to enter
into an agreement with us, he would have no objection personally.
Mr. Thompson told Mr. Carr he realizes they are in a hurry but we must take our
time as it is not a simple solution as a new policy is being developed and it has
to be one we can live with in the future. Mr. Carr said they have a time limit
on their contract and it will expire the first of May.

It was decided this meeting would be recessed until Tuesday, April 28th at 7:00
PM, to continue this item.
ITEM 5 - APPROVE WARRANTS FOR PAYMENT.
Mr. Thompson reminded the Board of Warrant 887 to Midwestern Engineering which
they had questioned at the last meeting. He said that warrant covered ten com-
mercial trash containers, air freight on chair that was ordered, two relays for
refuse truck, four switches for a total of $4,100.33.
Motion was made by Dennis Burke, seconded by Robbie Fickle, to approve Warrants
903 through 962 and Warrant 887 for a total of $35,643.09, and authorize Chair-
man to sign same, and by reference made a part hereof.

ITEM 6 - NEW BUSINESS.
Item
Mr. Burke passed out copies of a tentative bus survey. He said he talked to Dale
Johnson and since the school has an extensive mailing list not covered by our
utility bills he agreed the school would use their addressing machine to run off
the survey and mail to patrons of the school district who should cover everyone
interested in bus ridership and then bill us their reduced postage. Mr. Spencer
recommended underlining on the survey City officials must guarantee payment and
also that the City must pay for the services. Mr. Charney suggested changing City
officials to just "City must guarantee payment". Mr. Spencer said perhaps we
should pass a Resolution stating that no City funds will be used to guarantee this
bus service. It was decided to place this item on the May 5th agenda.
Being no further business before the Owasso Public Works Authority, Chair
recessed at 10:30 PM.
