sion, in the Council Chambers at City Hall, per the Notice of Public Meeting and
Agenda posted on City Hall bulletin board at 2:30 PM on April 3, 1981, and by
reference made a part hereof.
ITEM 1 - CALL TO ORDER.
The meeting was called to order at 10:10 PM with Chairman Spencer presiding.
ITEM 2 - SEATING AND SWEARING IN OF DR. STEVEN CLARK.
Doctor Clark was given the Oath of Office and Acceptance of Trust by the City
Attorney and seated as the new Trustee from Ward 5. Doctor Clark was welcomed
to the Board by all other Board members.
ITEM 3 - ROLL CALL.

ITEM 4 - PROPOSAL FROM LOHREY AND JAY, CPA, TO PERFORM THE 1980-81 ANNUAL AUDIT.
Motion was made by Robbie Fickle, seconded by Al Lambert, to authorize Lohrey
and Jay to perform the 1980-81 annual OPWA audit, and by reference made a part
hereof.
Ayes - Messrs. Spencer, Lambert, Burke, Clark and Mrs. Fickle
Nays - None
Motion carried.
ITEM 5 - APPROVE MINUTES OF MARCH 17, 1981 REGULAR MEETING.
Motion was made by Al Lambert, seconded by Robbie Fickle, to approve minutes of
March 17, 1981 regular meeting, and by reference made a part hereof.
Ayes - Messrs. Spencer, Lambert, Burke, Clark and Mrs. Fickle
Nays - None
Motion carried.
ITEM 6 - REQUEST TO PURCHASE A 1970 MODEL 660 GRADALL MACHINE.
Mr. Spencer questioned where we would get the money for the Gradall and Mr.
Thompson said the Public Works Department funds are pretty well exhausted and

it could be purchased from the borrowed waterline funds, or reappropriated
from Revenue Sharing funds, or wait until it could be budgeted.
Motion was made by Al Lambert, seconded by Boyd Spencer, to deny request to
purchase a 1970 Model 660 Gradall machine.
Ayes - Messrs. Spencer, Lambert, Burke, Clark and Mrs. Fickle
Nays - None
Motion carried.
ITEM 7 - REQUEST TO PURCHASE MATERIAL TO PROVIDE WATERLINE BYPASS AROUND THE
WATER PUMP STATION ON THE EAST SIDE OF HIGHWAY 169 NORTH OF 19TH STREET.
Motion was made by Boyd Spencer, seconded by Dennis Burke, to authorize pur-
chase of material to provide waterline bypass around the water pump station on
the East side of Highway 169 North of 19th Street.
Ayes - Messrs. Spencer, Lambert, Burke, Clark and Mrs. Fickle
Nays - None
Motion carried.
ITEM 8 - REQUEST TO INSTALL A PRESSURE PUMP IN THE 16 INCH TULSA WATER SERVICE
LINE.
Motion was made by Steve Clark, seconded by Al Lambert, to order materials re-
quired for water pump station bypass and installation of pressure pump in the
16" Tulsa water service line, delaying recommendation for contracting or hand-
ling ourselves the installation of the pump.
Ayes - Messrs. Spencer, Lambert, Burke, Clark and Mrs. Fickle
Nays - None
Motion carried.
ITEM 9 - APPROVE WARRANTS FOR PAYMENT.
Doctor Clark left the room for this item.
Motion was made by Dennis Burke, seconded by Al Lambert, to approve Warrants
839 through 902, deleting Warrant 887, for a total of $30,318.04, and authorize
Chairman to sign same, and by reference made a part hereof.

ITEM 10 - NEW BUSINESS.

Mr. Burke asked Mr. Thompson if he has contacted Collinsvi
water and Mr. Thompson said he has not had an opportunity.

It was decided the chain length fence should not be sold which is surplus from
Rayola as it could probably be utilized in another location.

In regard to the Ogan water well, Mrs. Fickle said she understood Mrs. Ogan had
approached former Councils and Mrs. Fickle asked if we have any legal documents
other than the easement. Mr. Burke commented the City has an obligation to
determine if we have a responsibility in this matter. Mr. Thompson said he will
check into it and report back to the Council.

A bid was received for the 1973 Ford in the amount of $200.00 and it was accepted 41��C�

by the Council.

Mr. Thompson gave the Council a written report on the tentative bus schedule
which is made a part hereof.
Being no further business before the Owasso Public Works Authority, Chair ad-
journed at 11:00 PM.
