HomeMy WebLinkAbout1981.03.17_OPWA MinutesOn Tuesday, March 17, 1981, the Owasso Public Works Authority met in regular ses- sion, in the Council Chambers at City Hall, per the Notice of Public Meeting and Agenda posted on City Hall bulletin board at 1:00 PM on March 13, 1981, and by reference made a part hereof. ITEM 1 - CALL TO ORDER The meeting was called to order at 7:39 PM with Chairman Spencer presiding. ITEM 2 - ROLL CALL. Present: Boyd Spencer, Chairman Robbie Fickle, Vice Chairman Al Lambert, Trustee Dennis Burke, Trustee Harold Charney, City Attorney Kenneth Thompson, City Manager Wauhilleau Webb, Recording Secretary Absent: None ITEM 3 - APPROVE MINUTES OF FEBRUARY 17, 1981 REGULAR MEETING. Motion was made by Dennis Burke, seconded by Al Lambert, to approve minutes of February 17, 1981 regular meeting, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Fickle Nays - None Motion carried. ITEM 4 - APPROVE RESOLUTION NO. 81-07 AUTHORIZING BORROWING $120,000.00 FOR WATER LINE CONSTRUCTION. Motion was made by Dennis Burke, seconded by Al Lambert, to approve Resolution No. 81-07 authorizing borrowing $120,000.00 for waterline construction, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Fickle Nays - None Motion carried. ITEM 5 - APPROVE WARRANTS FOR PAYMENT. Motion was made by Al Lambert, seconded by Dennis Burke, to approve Warrants 739 through 808 for $83,430.20, and authorize Chairman to same same, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Fickle Nays - None Owasso Public Works Authority March 17, 1981 Page Two Motion carried. ITEM 6 - REVIEW OF FISCAL 1979-80 AUDIT REPORT FOR OPWA. Motion was made by Boyd Spencer, seconded by Dennis Burke, accepting 1979-80 fiscal audit report for OPWA. Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Fickle Nays - None Motion carried. ITEM 7 - PRESENTATION OF JANUARY AND FEBRUARY 1981 FINANCIAL STATEMENTS. Motion was made by Dennis Burke, seconded by Robbie Fickle, to accept January and February 1981 Financial Statements, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Fickle Nays - None Motion carried. ITEP1 8 - APPROVE LEGAL SERVICES AGREEMENT REGARDING PROPOSED EAST OWASSO SEWAGE PROJECT FARMERS HOME ADMINISTRATION LOAN. Tom Hilborne requested this item be pulled as it is not complete at this time. ITEM 9 - REQUEST TO DISIGNATE A MOBILE HOME CONNECTION TO THE CITY SEWAGE SYSTEM AS 72% OF A SEWER TAP ALLOCATION FOR A CONVENTIONAL HOLH;. Mr. Thompson referred to a letter from Cline Mansur dated April 25, 1977 in which he recommended that mobile homes be alloted only 72% of a conventional figure for single home allocation. This figure was based on an average family size ratio of 3.2 persons per household in a conventional residence to 2.3 persons per house- hold in a mobile home area. Mr. Charney said if that ratio was determined in 1977 it might need to be revised as more families are moving into mobile homes " and we might be working under a false assumption. Motion was made by Dennis Burke, seconded by Al Lambert, officially designating mobile home connections to the City sewage system equal to .72% of a single home allocation, with no difference in sewer tap charge. Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Fickle Nays - None Motion carried. Owasso Public Works Authority March 17, 1981 Page Three ITEM 10 - ACKNOWLEDGE RECEIPT OF OKLAHOMA STATE HEALTH DEPARTMENT PERMITS NO. WL-81-034 AND WL-81-036 TO CONSTRUCT AND MAINTAIN WATERLINE EXTENSIONS TO SERVE THE CITY OF OWASSO. Motion was made by Al Lambert, seconded by Dennis Burke, to officially acknow- ledge receipt of Oklahoma State Health Department Permits No. WL-81-034 and WL-81-036 to construct and maintain waterline extensions to serve the City of Owasso, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Fickle Nays - None Motion carried. ITEM 11 - REQUEST TO CHANGE WATER METER DEPOSITS FROM $20.00 TO $40.00 FOR ALL FUTURE WATER METER INSTALLATIONS. Mr. Thompson explained this was brought about by history that when customers close out delinquent accounts those accounts are closer to sixty days delinquent rather than just one month which the present $20.00 deposit was intended to cover. Mr. Thompson commented that the deposit money is held in an escrow account. Phyllis Gross questioned if interest from that escrow account is paid to the customer and Steve Jay, City Auditor, said it is not required by law to pay interest to the customer. Motion was made by Boyd Spencer, seconded by Dennis Burke, to increase water meter deposits from $20.00 to $40.00 for all future water meter installations effective immediately. Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Fickle Nays - None Motion carried. ITEM 12 - NEW BUSINESS Chairman Spencer advised the public that there will not be action taken on any new business but items could be requested to be placed on next agenda.
