HomeMy WebLinkAbout1981.02.17_OPWA MinutesOn Tuesday, February 17, 1981, the Owasso Public Works Authority met in regular session, in the Council Chambers at City Hall, per the Notice of Public Meeting and Agenda posted on City Hall bulletin board at 2:15 PM on February 13, 1981, and by reference made a part hereof. TTRM 1 - CAT.T. TO nPT1F.R _ The meeting was called to order at 8:35 PM with Chairman Spencer presiding. ITEM 2 - ROLL CALL. Present: Boyd Spencer, Chairman Robbie Fickle, Vice Chairman Al Lambert, Trustee Dennis Burke, Trustee Harold Charney, City Attorney Kenneth Thompson, City Manager Wauhilleau Webb, Recording Secretary Absent: None ITEM 3 - APPROVE MINUTES OF FEBRUARY 3, 1981 REGULAR MEETING. Motion was made by Al Lambert, seconded by Dennis Burke, to approve minutes of February 3, 1981 regular meeting, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert and Burke Nays - None Abstain - Mrs. Fickle Motion carried. ITEM 4 - REVIEW BIDS FOR CONSTRUCTION OF WATERLINE ON 76TH STREET NORTH FROM MINGO ROAD TO CEDAR AVENUE. During tabulation of bids it was discovered that an error was made in Oklahoma Utility Construction's bid. Motion was made by Boyd Spencer, seconded by Al Lambert, to award bid for con- struction of waterline on 76th Street North from Mingo Road to Cedar Avenue, to McGuire Brothers as low bidder, on Sections I and II, for an amount of $50,189.00, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Fickle Nays - None Motion carried. ITEM 5 - DISCUSS PROCEDURE TO FOLLOW IN FILING APPLICATION TO EPA FOR STEP I PLANNING PHASE FOR SEWAGE TREATMENT FACILITIES. Owasso Public Works Authority February 17, 1981 Page Two Mr. Lambert commented he was concerned with financing of this project and Mrs. Fickle commented in light of recent national reports and the difficulty in get- ting definite answers from EPA that procrastination might be in order. Mr. Mansur reminded the Board that this problem has been going on for several years and referred to a letter from him of September 12, 1980 recommending cer- tain action be taken, and that was applying for a permit for Owasso to handle its own sanitary sewage treatment. It was then advised we should make applica- tion to the Health Department and should repay the $3,680.94 to RMUA and then ask EPA and the State for a pre -application conference. Motion was made by Boyd Spencer, seconded by Dennis Burke, authorizing the City Manager to proceed with the Step I Planning Phase for sewage treatment facili- ties in the best suitable way for the City. Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Fickle Nays - None Motion carried. ITEM 6 - REQUEST BY JIM LAMBERT TO HONOR AGREEMENT TO ALLOW UNLIMITED SEWER TAPS ON GEORGE UNDERWOOD PROPERTY IN SECTION 13, TOWNSHIP 21 NORTH, RANGE 13 EAST. Mr. Charney commented the City cannot do something that the law says we cannot do and suggested Mr. Lambert contact the State Health Department and if they say our sewage facilities are sufficient then he might advise the Board to acknow- ledge the contract if we can find minutes giving Mr. Groth authority to sign the contract. Mr. Lambert commented he did not feel it was their responsibility to make the contact with the Health Department and Mr. Charney said we already know as a matter of fact that we cannot service that area. Mr. Lambert also commented that he feels the contract will hold up in Court. Motion was made by Boyd Spencer, seconded by Dennis Burke, to deny request for unlimited sewer taps on George Underwood property, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Fickle Nays - None Motion carried. ITEM 7 - APPROVE WARRANTS FOR PAYMENT Motion was made by Robbie Fickle, seconded by Boyd Spencer, to approve warrants for payment, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke and Mrs. Fickle, with Mrs. Fickle ab- staining on Warrant 672. Owasso Public Works Authority February 17, 1981 Page Three Nays - None Motion carried. ITEM 8 - NEW BUSINESS. The financing of the water line bid which was awarded was discussed and the City Manager was authorized to prepare a resolution for a $100,000.00 to $200,000.00 note to draw on as we need it.
