met in regular session in the Council Chambers at City Hall per
the Notice of Public Hearing and Agenda posted on City Hall bul-
letin board at 4:00 p.m. on December 17, 1982, and by reference
is made a part hereof.
ITEM 1: CALL TO ORDER
The meeting was called to order at 8:38 p.m. with Chairman Spencer
presiding.

ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO CITY COUNCIL

Motion was made by Wauhilleau Webb, seconded by Von Stockler, to
approve the minutes of December 7, 1982.
AYE: Mr. Spencer, Mr. Stockler; Mrs. Webb

ITEM 5: BUSINESS
A. APPROVAL OF AGREEMENT WITH FARRAR-HUDSPETH/STEP 1 PROJECT
Mr. Block noted that on pa e 9 of the contract payment to Farrar -
Hudspeth is a flat fee of 21,500 unless detailed flow monitoring
is required. Mr. Cates suggested that the phrase "as to be deter-
mined in the sole discretion of the AUTHORITY", be added in Line 5
of ARTICLE III for further protection regarding the possible
$14,000 that could be spent on detailed flow monitoring.
Motion was made by Von Stockler, seconded by Wauhilleau Webb that
the Council approve the engineering services agreement with Farrar -
Hudspeth with the additional stipulation on page 9 as discussed.

6. REPORT FROM CITY MANAGER
A. PROGRESS REPORT ON PROPOSED LAGOON LEASE WITH LOWRANCE
RIVERDOGS, INC.
Mr. Block reported that he had met with Mr. Lowrance and discussed
supervised, restricted usage of the lagoons, receiving more infor-
mation on the effects the waterdogs might have on the algae, and
negotiating the compensation the City would receive for this usage.
Mr. Block showed the council reports showing the improvement in
B.O.D. from September to November due to a properly working aeration
system. City employees have done most of the work to get this
system operable .
The Community Development project is progressing well. Mr. Block
will meet with the people involved soon and will finish the appli-
cation in January. If that is accomplished, the City will probably be able to do an interim project (building relief sewer that would
eliminate some lift station problems). We should know something
within 60 to 90 days.
The EPA project is now started and we are hoping for early 1984
construction at the plant site which will help with the capacity
of the plant.
Mr. Block stated that all of the above will help toward making the
effluent meet the Federal standards.
7. APPROVAL OF CLAIMS
Mayor Spencer asked if it would be a good idea for the City to go
out for bids on polycarts and stated that he knew three companies
that would be willing to submit bids. Mr. Block agreed with this
and Mr. Cates said perhaps a requirements contract could be used
so that a company could supply the city's needs at a certain price
per polycart.
Motion was made by Mayor Spencer, seconded by Von Stockler to approve
the O.P.W.A. claims for November for a total of $76,657.61.

8. NEW BUSINESS
Stockler; Mrs. Webb
Dr. Clark appeared before the Council regarding his not yet receiving
a letter from the City approving his application to the State Health
Department for sewer extension work to be done at his development
site. Mr. Cates stated that the City must be assured that H. D. Hale
has sole ownership to the taps he is going to assign to Dr. Clark.
After further discussion it was determined that Mr. Cates, Mr. Hale

and Dr. Clark should meet to work out the problems involved. It
was also suggested that Dr. Clark might wish to obtain his own
legal counsel.
Mr. Block reviewed for the Council's information a problem that
had come up with Oklahoma Baptist Retirement Center concerning
sewer taps. They recently submitted a plat for 112 apt. units, some
of which are one room efficiency and they wished to make five taps.
This did not seem equitable as the people who contributed to build-
ing the Elm Creek Sewer System would not be receiving a fair amount
of payback for the amount of land used. After researching the
matter Mr. Block arrived at a figure of 3.4 as average density of
single family dwellings per acre. This worked out to 60 for the
submitted plat and Ok. Baptist Retirement Center agreed to this
amount. They have also given the City a waiver for the $200 per
tap that would be their portion of money they contributed to the
building of the sewer. Mr. Block stated he would like to use this
standard in the future to meet our obligation to the people who
built the system as well as the developers and the City.
There being no further business before the Owasso Public Works
Authority, chair adjourned at 9:20 p.m.
