HomeMy WebLinkAbout1982.12.07_OPWA MinutesOn Tuesday, December 7, 1982, the Owasso Public Works Authority met in regular session in the Council Chambers of City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 2:00 p.m. on December 3, 1982, and by refer- ence is made a part hereof. ITEM 1: CALL TO ORDER The meeting was called to order at 8:50 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Chairman Wauhilleau Webb, Vice -Chairman James Smalley, Trustee Von Stockler, Trustee Phyllis Gross, Trustee Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, Recording Secretary ABSENT: None ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO PUBLIC WORKS ATUHORITY, NOVEMBER 16, 1982. Motion was made by Wauhilleau Webb, seconded by Von Stockler, to approve the minutes of November 16, 1982. AYE: Messrs. Spencer, Smalley, Stockler; Mrs. Webb NAY: None ABSTAIN: Mrs. Gross ITEM 5: BUSINESS No business at this time. ITEM 6: REPORT FROM CITY ATTORNEY A UPDATE ON CLARK REQUEST FOR CITY TO MAKE APPLICATION TO OKLAHOMA STATE DEPARTMENT OF HEALTH FOR SEWER EXTENSION. Mr. Cates reported on the progress of the above item, stating that he prepared some agreements at the request of the Council and sent them to Dr. Clark. Those agreements were an assignment to be executed by Mr. H. D. Hale to the benefit of Dr. Clark and an agreement to be executed by Dr. Clark for the benefit of the City of Owasso or the O.P.W.A. acknowledging that he did accept the assignment from H.D. Hale and providing some protection to the City of Owasso. He said he has received back some drafts OWASSO PUBLIC WORKS AUTHORITY PAGE TWO DEC. 7, 1982 executed by Dr. Clark and by H. D. Hale. They do not contain necessary specifics which Mr. Cates explained, Mr. Block said .hese sewer problems must be worked out soon so that positive action can be taken to make needed improvements. Otherwise -it is possible the FHA would put a moritorium on building permits in the City. This might be a great setback to the building momentum in the City. Mrs. Gross asked Mr. Cates if he could get together with Mr. Clark and Mr. Hale and solve the problem on the different wordings in the submitted agreement and assign- ment. Mr. Cates said he could do that but would need a resolution of intent from the O.P.W.A. Mr. Spencer said that in protecting the City, we are protecting Mr. Hale and Mr. Clark and we should do so. Mr. Stockler said the City must be protected and Mr. Cates is covering all the bases for us and he backs his recommen- dation. Mr. Spencer directed Mr. Cates to proceed with getting his documents signed. 7. REPORT FROM CITY MANAGER A. Progress Report on Sewer Problems Mr. Block stated that the building activity in Owasso has brought the problem of mandatory improvements to our sewer system to a head. We have a good chance to get funding through the Community Development Program. He is hoping to get a six month period to produce a solid program for improvement. There are things being done right now to improve the situation. The effluant right now is better than it was 30 days ago. The areators are all working. For the first time in 8 years, we will have two pumps working in the lift station. That will improve some of the problems with the health department and give us some needed credibility. 8. NEW BUSINESS Mrs. Gross said she wished to thank everybody for all their prayers and concern in the last few weeks and the family appreciates it.
