met in regular session in the Council Chambers of City Hall per
the Notice of Public Hearing and Agenda posted on City Hall bul-
letin board at 4:00 p.m. on November 12, 1982, and by reference
is made a part hereof.
ITEM 1: CALL TO ORDER
The meeting was called to order at 9:46 p.m. with Chairman
Spencer presiding.

ITEM 4: APPROVAL OF MINUTES OF REGULAR OWASSO PUBLIC WORKS
AUTHORITY MEETING ON NOVEMBER 2, 1982.
Motion was made by Wauhilleau Webb, seconded by James Smalley, to
approve the minutes of November 2, 1982, by reference made a part
hereof.
AYE: Messrs. Stocl.ler, Spencer, Smalley; Mrs. Webb
NAY: None
Motion carried.
ITEM 5: BUSINESS
A. CONSIDERATION OF AGREEMENT FOR ENGINEERING SERVICES, EPA
STEP I.
Mr. Block reported that the release letter had been sent to Mansur,
Daubert Williams and the ten day period had passed. He asked if
it was now proper to formally enter into an agreement with Farrar
and Hudspeth. The Council instructed Mr. Cates to draw up the
necessary papers.
B. DISCUSSION OF WATER PAYBACK AGREEMENT WITH THREE LAKES
SUBDIVISION.

Mr. Block explained that a representative of Terry L. Davis
Construction had contacted the City regarding payments on a
water payback agreement. Inadvertantly, no payment had been
made since April, 1980. He asked the City Attorney to review
the contract and Mr. Cates reported that the contract has an
automatic extension clause that will allow the City to extend
the term of the agreement. Mr. Block recommended that the
contract be extended three years and that regular monthly
payments begin in April, 1983.
6. REPORT FROM CITY MANAGER
No report at this time.
7. APPROVAL OF CLAIMS
Motion was made by James Smalley, seconded by Wauhilleau Webb, to
approve the O.P.W.A. claims for a total of $69,835.32.
AYE: Messrs. Smalley, Spencer, Stockler; Mrs. Webb
NAY: None
Motion carried.
8. NEW BUSINESS
Mrs. Webb asked for status on the German Corner Mobile Home
park. Mr. Block said the water is hooked up and that he had
supervised the hookup. He did not like the way the agreement
was made allowing others to make the tap and said it would
not be done that way in the future. The City will make arrange-
ments for the tap to be made and running the supply line to the
meter. Mr. Block said that no permit had been issued by the
Health Department and he has had no further contact with Dr.
Clark.
Mr. Cates said that at their request he expedited the preparation
and delivery of needed documents to assist them in meeting with
other people.
There being no other business before the Owasso Public Works
Authority, chair adjourned at 10:00 p.m.
