HomeMy WebLinkAbout1982.09.21_OPWA MinutesOn Tuesday, September 21, 1982, the Owasso Public Works Aut met in regular session in the Council Chambers at City Hall the Notice of Public Hearing and Agenda posted on City Hall board at 3:00 p.m. September 17, 1982, and by reference mac hereof. ITEM 1: CALL TO ORDER The meeting was called to order at 10:00 p.m. with Chairman presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Chairman Wauhilleau Webb, Vice -Chairman James Smalley, Trustee Von Stockler, Trustee Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, Recording Secretary ABSENT: Phyllis Gross, Trustee ITEM 4: APPROVE MINUTES OF REGULAR OWASSO PUBLIC WORKS AUTHORITY MEETING ON SEPTEMBER 7, 1982. Motion was made by Von Stockler, seconded by Mayor Spencer, to approve the minutes of September 7, 1982. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb NAY: None Motion carried. ITEM 5: BUSINESS A. CONSIDERATION OF MODIFIED ENGINEERING AGREEMENT - MANSUR, DAUBERT. WILLIAMS Mr. Block presented an amended engineering agreement from Mansur, Daubert, Williams reducing the original figure by approximately 60%. However, the hourly rate which was also in question remained the same. Mr. Cates explained that to cancel the contract, the City would have to fulfill notification requirements, pay the company for what they have performed to date plus a reasonable profit figure and reimbursement for any committment expenses. Mr. Block said Mansur, Daubert, Williams had a company lined up to do the infiltration study, but it had not been done and.that the infiltration study had been removed from the contract. Mr. Cates recommended figures be obtained showing exactly how much it would cost the city to cancel the contract. Mr. Block stated that he felt it would be to the City's benefit to obtain proposals from other engineering firms in order to get the work done for the best possible price. Motion was made by Mayor Spencer, seconded by Wauhilleau Webb, to obtain proposals from other engineering firms for the work on the Step I Study of the EPA project. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb NAY: None Motion carried. 6. REPORT FROM CITY MANAGER Mr. Block reported that to date the City has not been able to finish the work on the 79th St. project as the easements are still not executed. There was a misunderstanding about some water pumps being ordered which caused a delay there, but they should be received soon. With regard to Dr. Clark, the City has not received either of the letters necessary for the approval of his application for permit to construct the lift station and force main at his development site. Mr. Block mentioned that the City might want to consider an ordinance covering the charge for sewer hookups. Mr. Cates said he had talked with Mrs. McLoughlin regarding the 79th St. project and suggested that something be done soon to resolve her difficulties with the agreement. He emphasized that he was willing to meet right away with her or her attorney so that work could commence on the project. 7. NEW BUSINESS Mayor Spencer stated that he had talked to Tulsa's Water Commis- sioner about the problem of an individual owning all the sewer and water lines in a mobile home park. Problems have come up in Tulsa regarding collecting for the water bill. If the owner does not pay, or if there is a problem when ownership changes hands, several hundred people could have their water turned off at no fault of their own.
