HomeMy WebLinkAbout1982.08.17_OPWA MinutesOn Tuesday, August 17, 1982, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on August 13, 1982, and by reference made a part hereof. ITEM 1: CALL TO ORDER ® The meeting was called to order at 8:00 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Chairman Jim Smalley, Trustee Von Stockler, Trustee Phyllis Gross, Trustee Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, Recording Secretary ABSENT: Wauhilleau Webb, Vice -Chairman ITEM 4: APPROVE MINUTES OF REGULAR OWASSO PUBLIC WORKS AUTHORITY MEETING ON AUGUST 3, 1982. Motion was made by James Smalley, seconded by Phyllis Gross to approve the minutes of August 3, 1982. AYE: Messrs. Spencer, Smalley, Stockler; Mrs. Gross NAY: None Motion carried. ITEM 5: BUSINESS A. FORCE MAIN AND LIFT STATION DEDICATION/GERMAN ACRES. There was discussion concerning letters received from the State Health Department to Mr. Block and Dr. Clark regarding approval of Dr. Clark's application for permit to construct the Lift Station and Force Main at his development site. It was determined that Dr. Clark could re- ce ceive approval of application if the City Manager, with Council's approval, sent the State Health Department a letter approving Dr. Clark's application. Mayor Spencer stated that before such a letter was sent, the City should have a letter from Mr. Hale indicating assignment to Dr. Clark of 88 water taps involved in the project. The Council also required from Dr. Clark an operating agreement indicating his agreement to retain responsibility of maintenance to the lift station. Motion was made by Phyllis Gross, seconded by James Smalley, to OWASSO PUBLIC WORKS AUTHORITY PAGE TWO AUGUST 17, 1982 authorize Mr. Block, upon receipt of a letter from Mr. Hale indicating assignment to Dr. Clark of 88 taps and an operating agreement from Dr. Clark indicating his agreement to retain responsibility for the maintenance of the lift station, to advise the State Health Department of the City's approval of Dr. Clark's application. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Gross NAY: None Mr. Cates and Ms. Dickey indicated all requirements had been met with regard to Dr. Clark's plat and that it is clear for approval. 6. REPORT FROM CITY MANAGER A. UPDATE ON PENDING SEWER PROJECTS 1. 97th Street Improvements No Discussion. 2. Bryson Sewer Extension South Mr. Block presented a plan for a proposed expansion of the sewer line in the area south of 76th Street North and just east of Highway 169. This project would be subsidized by Dr. Bryson and the Nazarene Church in the amount of $5,000 each and by some individual citizens for another $2,000. The additional cost to the City would be between $15,000 and $20,000 for a total approx- imate cost of $35,000. Mr. D.M. Sokolosky, speaking from the audience, stated that he felt money from any taps put on the new extension should go to pay the bonds off for this extension and that there should be a guarantee that all money from citizens for the new sewer line should go directly to pay off the debt. He further stated that although he had no objection to the plan, the City should be aware of the precedence they would be setting in being willing to match funds with individuals for sewer development. Mr. Block stated that before he would ask for Council's approval on the proposed expansion, he would contact the people in the area to be served by the new extension for contribution to the cost of the project and see if it can be totally funded by the people it would serve. 7. APPROVAL OF CLAIMS Motion was made by James Smalley, seconded by Von Stockler, to approve the O.P.W.A. claims lists dated July 20, 1982.
