HomeMy WebLinkAbout1982.08.03_OPWA MinutesOn Tuesday, August 3, 1982, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 P.M. on July 30, 1982, and by reference is made a part hereof. ITEM 1: CALL TO ORDER The meeting was called to order at 8:45 P.M. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Chairman Wauhilleau Webb, Vice Chairman James Smalley, Trustee Phyllis Gross, Trustee Ron Cates, City Attorney Dale Block, City Manager Ann Hendrickson, Recording Secretary ABSENT: Von Stockler, Trustee ITEM 4: APPROVE MINUTES OF REGULAR OWASSO PUBLIC WORKS AUTHORITY MEETING ON JULY 20, 1982. Motion was made by Wauhilleau Webb, seconded by James Smalley, to approve the minutes of July 20, 1982. AYE: Messrs. Spencer and Smalley; Mrs. Webb NAY: None ABSTAIN: Mrs. Gross Motion carried. ITEM 5: BUSINESS A. CONTRACT APPROVAL - WATER SERVICES, CITY OF TULSA Motion was made by Mr. Smalley, seconded by Mrs. Gross to approve co the water services contract by the City of Tulsa. AYE: Messrs Spencer and Smalley; Mesdames Webb and Gross NAY: None Motion carried. OWASSO PUBLIC WORKS AUTHORITY PAGE TWO AUGUST 3, 1982 6. REPORT FROM CITY MANAGER: A. CONSIDERATION OF INCREASE IN CHARGE FOR WATER TAPS Mr. Block brought to the Council's attention that some water taps are costing the City more to install than the fee charged. This is occuring on 1" and larger taps. The City needs a flexible policy of charging, such as material plus labor and 10%. This problem is only affecting a small number of taps, approximate 5%. Mr. Cates mentioned that there could be an inequality in labor charged, according to how quickly one crew could do the work as compared with another. The City would need to set some parameters. Mr. Block said that standards would be set as to how long this work should take and any excess would have to be justified. Mr. Smalley said there should be supportive documentation for all labor done. Motion was made by James Smalley, seconded by Mayor Spencer, to change the method of charging for water taps 1" and larger to a figure reflecting material cost, labor charge and 10% admini- strative cost. AYE: Messrs. Spencer and Smalley; Mesdames Gross and Webb NAY: None Motion carried. B. CONSIDEPATION OF SEWER MAIN EXTENSION Mr. Block explained that the Owasso Veterinary Hospital and the Church of the Nazarene have approached the City about being put on the sewer system and are willing to contribute $5000 each to the cost of a sewer main extension. There may also be some contribution from homeowners. After investigation, Mr. Bloct, recommended that the City add a new gravity flow line into a m,w pump station. Provisions could be made for charging people in that area who want to hook up on the line. The $10,000 con- tribution would not cover the cost of the extension, but it would be to the City's advantage to accomodate the citizens and get the work done at less cost to the City. Mr. Block will get some plans developed for the next Council meeting. C. UPDATE ON RELATED WATER AND SEWER MATTERS Mr. Block reported that we have received some of the things that go along with the grinder pump and expect it to come in this week. He mentioned the letter from the City of Tulsa reminding us of the possibility of water rationing. Mr. Block asked the Owasso Reporter to remind the citizens to use good judgement in their water use and hopefully manditory water rationing will be avoided. Mayor Spencer said he would like to have Dale Block as his alter- nate for all meetings except ORMUA. Mr. Cates said he would ® draft a letter to this effect for the Mayor.
