in regular session in the Council Chambers at City Hall per the
Notice of Public Hearing and Agenda posted on City Hall bulletin
board at 4:00 P.M. on July 2, 1982, and by reference is made a
part hereof.
ITEM 1: CALL TO ORDER.
t) The meeting was called to order at 8:35 P.M. with Chairman
Spencer presiding.
ITEM 2: FLAG SALUTE.
ITEM 3: ROLL CALL.
PRESENT: Boyd Spencer, Chairman
Wauhilleau Webb, Vice Chairman
Jim Smalley, Trustee
Von Stockler, Trustee
Phyllis Gross, Trustee
Ron Cates, City Attorney
Dale Block, City Manager
Ann Hendrickson, Recording Secretary
ABSENT: None
ITEM 4: APPROVE MINUTES OF REGULAR OWASSO PUBLIC WORKS AUTHORITY
MEETING ON JUNE 15. 198 .
Motion was made by Wauhilleau Webb, seconded by Phyllis Gross,
to approve the minutes of June 15, 1982.
AYES: Messrs. Spencer, Smalley and Stockler, Mesdames Gross & Webb
NAY: None
Motion carried.
ITEM 5: APPOINTMENT OF ANN HENDRICKSON AS RECORDING SECRETARY
TO OWASSO PUBLIC WORKS AUTHORITY BOARD.
Motion was made by Wauhilleau Webb, seconded by.Mayor_ spencer,
to approve the appointment of Ann Hendrickson as recording
secretary to Owasso Public Works Authority Board.
AYE: Messrs. Spencer, Smalley and Stockler, Mesdames Gross & Webb
NAY: None
Motion carried.
i ITEM 6: PUBLIC HEARINGS
No public hearings at this meeting.

ITEM 7: BUSINESS:
A. Receipt of Water and Sewer Permits from Oklahoma State Dept.
of Health - Tulsa Baptist Retirement Center.
Mr. Block stated that itis necessary that receipt of the water and
sewer permits be acknowledged at this meeting.
ITEM 8: REPORT FROM CITY MANAGER:
A. Salary Resolution for OPWA Employees:
Mr. Block stated that this was in concurrance with salary
resolution at City Council meeting of this date.
B. Update on City Sewer Problems:
Mr. Block informed the council that the property owners involved
had been informed of the latest developments on the pending im-
provements and the delivery of the grinder pump. Mr. Block
delivered this information to the property owners so that they
might have an opportunity to have their attorneys examine the
papers. Mr. Block stated that hopefully work can commence soon
to bring a permanent solution to this problem. Mr. Cates asked
if Mrs. Allison had said anything else about an inaccuracy in the
legal description. Mr. Block said he had heard nothing further.
Mr. Mansur stated that he had rechecked the legal description and
could find nothing in error.
Mr. Cates stated that he had received the policies and read them
and had made an attempt to contact the gentleman handling the
matter in the insurance office. He will pursue the matter.
ITEM 9: APPROVAL OF CLAIMS
Motion was made by Mr. Smalley and seconded by Mr. Stockler to
approve the claims prese ted in the amount of 74,979.29 fo.r.
Fiscal Year 1981-82 and $n13,257,60 under Fiscal Year 1982-83,.
AYE: Messrs. Spencer, Smalley, and Stockler; Mesdames Gross and Webb.
NAY: None
Motion carried.
ITEM 10: NEW BUSINESS
Discussion was initiated by Mr. Block as to the City's policy
regarding the type of water pipe and collars used. He wanted to
know the thoughts of the Council and Mr. Mansur on the possibility
of changing to a strong plastic pipe such as PVC.

Mr. Mansur stated that the City changed to A/C pipe because it
was the best available for the price at the time,that dollar -
wise it is still the best available even with its deficiencies.
He had no objection to using PVC pipe, except that it is not
competitive dollar wise.
Mr. Spencer commented on the increase from approximately $900
to approximately $2,800 per month for land fill. He felt that
since the city has a $3,000 contingency fund per month, we might
soon be operating in the red.
There was discussion from the audience as to whether the city
should return to having private trash haulers.
Mr. Block stated that solid waste is a tremendous problem for
cities without an easy solution. Mr. Block said he had consul-
ted with the county commissioners about a joint land fill for
cities in our area and investigation is proceding. However,
there are also problems connected with this type of solution.
Mrs. Webb stated that there are very few complaints about the
present trash service as compared to 50 to 100 complaints a
day received under the previous private trash services.
Being no further business before the Owasso Public Works Authority,
the chair adjourned at 9:00 p.m.
