in regular session in the Council Chambers at City Hall per the
Notice of Public Meeting and Agenda posted on City Hall bulletin
board at 4:00 P.M. on May 28, 1982, and by reference is made a
part hereof.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 9:09 P.M. with Chairman Spencer
Opresiding.
ITEM 2: FLAG SALUTE.
ITEM 3: ROLL CALL.
PRESENT: Boyd Spencer, Chairman
Jim Smalley, Trustee
Von Stockler, Trustee
Phyllis Gross, Trustee
Ron Cates, City Attorney
Dale Block, City Manager
Sue Shelley, Recording Secretary
ABSENT: Wauhilleau Webb, Vice Chairman
ITEM 4: APPROVE MINUTES OF MAY 19, 1982, REGULAR MEETING OF THE
OWASSO PUBLIC WORKS AUTHORITY.
Motion was made by Phyllis Gross, seconded by Von Stockler to
approve the minutes of the May 18, 1982 regular meeting.
AYES: Messrs. Spencer, Smalley, Stockler and Mrs. Gross
NAYS: None
Motion carried.
ITEM 5: REQUEST FOR PAYMENT ON WATER PAYBACK IN ATOR ADDITION -
D.M. SOKOLOSKY.
Mr. Spencer requested that in the absence of Mr. Sokolosky that this
be passed until the next agenda and also that a copy of the contract
be included in the packet.
ITEM 6: R.M.U.A. Resolution - Haikey Creek Sewage Plant.
(1) Adopt a resolution approving the incurring of indebtedness
by the Trustees of the Regional. Metropolitan Utility
Authority in the principal amount not to exceed $800,000.00
for the purpose of financing the construction of extensions
and improvements to the Authority's sewage treatment facilities,
waiving competative bidding and approve the negotiated sale,

issuance and delivery of promissory notes or bonds
evidencing such indebtedness, to Bank of Oklahoma,
N.A., Tulsa, Oklahoma; and declaring an emergency.
Mr. Spencer stated that the Resolutions were in letter form from
Mr. Thomas Hilborne to Dale Block dated May 19, 1982. He stated
that he had attended the meeting where these resolutions were
discussed and that the City of Owasso would not have to repay
this indebtedness, it would be paid by Tulsa and Broken Arrow.
This information was also included in the minutes of the
R.M.U.A. meeting as to the repayment of the indebtedness.
Mr. Spencer emphasized that the City should not use the Northside
Sewage Plant, because of Broken Arrow's current problems arising
from the use of this plant.
Motion was made by Boyd Spencer, seconded by Von Stockler to
adopt the resolution of the Regional Metropolitan Utility Authority.
AYES: Messrs. Spencer, Smalley, Stockler and Mrs. Gross
NAYS: None
Motion carried.
EMERGENCY CLAUSE:
Motion was made by Boyd Spencer, seconded by Phyllis Gross to
adopt the emergency clause of the above stated resolution.
AYES: Messrs. Spencer, Smalley, Stockler and Mrs. Gross
NAYS: None
Motion carried.
(2) Adopt a resolution accepting beneficial interest in an
Amendment to the Declaration of Trust creating The
Regional Metropolitan Utility Authority; and declaring
an emergency.
Motion was made by Boyd Spencer, seconded by Phyllis Gross to
accept the benefical interest in an Amendment to the Declaration
of Trust.
AYES: Messrs. Spencer, Smalley, Stockler and Mrs. Gross
NAYS: None

EMERGENCY CLAUSE:
Motion was made by Boyd Spencer, seconded by Phyllis Gross to
adopt the emergency clause on the above stated resolution.
AYES: Messrs. Spencer, Smalley, Stockler and Mrs. Gross
NAYS: None
Motion carried.
ITEM 7: RESIGNATION FROM THE OWASSO INDUSTRIAL AUTHORITY - BOB FUGATE
Motion was made by Phyllis Gross, seconded by Jim Smalley to accept
the resignation of Bob Fugate from the Owasso Industrial Authority
as soon as a replacement could be named.
AYES: Messrs. Spencer, Smalley, Stockler and Mrs, Gross
NAYS: None
Motion carried.
ITEM 8: APPROVAL OF WARRANTS.
Motion was made by Phyllis Gross, seconded by Jim Smalley to
approve warrant #1242 through 1296 for $34,348.38
AYES: Messrs. Spencer, Smalley, Stockler and Mrs. Gross

ITEM 9: NEW BUSINESS.
Mr. Mansur gave a report on the progress made on the sewer problem
at 96th Street North, He recommended that 2 septic tanks be installed
in that they were an economical solution to the problem and would
be feasible due to the fact of the owners land holdings, That a
grinder pump would have to be installed for Mrs. Conner's mother
due to the lack of land area and that the details of maintenance
would be forthcoming. This would in fact relieve all problems
connected with the City sewer in that they would be completely
off the problem sewer line. He stated that all steps would be
taken to complete this project as soon as possible.
