in regular session in the Council Chambers at City Hall per the
Notice of Public Meeting and Agenda posted on City Halll bulletin
board at 4:00 P.M. on May 14, 1982, and by reference is made a
part hereof.
ITEM 1: CALL TO ORDER.
ITEM 3: FLAG SALUTE.
ITEM 2: ROLL CALL.
ITEM 4: APPROVE MINUTES OF MAY 4, 1982, REGULAR MEETING OF THE
OWASSO PUBLIC WORKS AUTHORITY.
Mrs. Gross requested a correction of Item 8: Election of Vice
Chairman, she stated that she and Mrs. Webb had "ABSTAINED:"
which was omitted.
Motion was made by Wauhilleau Webb, seconded by Von Stockler
to approve the minutes of May 4, 1982, with the correction of
"ABSTAIN: Mesdames Webb and Gross".
AYES: Messrs. Spencer, and Stockler Mesdames Webb and Gross
NAYS: None
Motion carried.
Mr. Spencer introduced the new City Manager, Mr. Dale Block
and his family. He promised that the emphasis would be on
"work", and that he was pleased to be coming to Owasso.
ITEM 6: REPORT OF AND RECOMMENDATIONS OF THE CITY ENGINEER
AS TO THE SEWER LINE PROBLEMS IN THE AREA OF NORTH 97th EAST
AVENUE AND EAST 96TH STREET NORTH.
Mr. Spencer stated that John Gilmore from the State Department
of Health had to attend another engagement and that he would
do item 6 before item 5.
Mr. Spencer stated that the City had received a letter dated
May 14, 1982 from Mr. Gilmore to Dominic Jimpie, Office Supervisor
at HUD.
Mr. Gilmore stated that he had not yet written the moratorium.
He stated that the City was looking at a no growth situation in
the NW Area or the City is going to have to make progress on a
solution to the problem. He stated that he was impressed with
the engineering service and the present study. He stated that
the City would have to decide on the interceptor system or make
major modifications. He stated that the Health Department would
not take punitive action as long as the community was pursuing
a solution.

Mr. Gilmore stated that the limited moratorium means that he will
write a memorandum to his boss suggesting limitations on taps
on the existing lines, he stated that they could only recommend.
But the recommendations go to the lending agencies. He stated that
to prevent this, the City should get with its engineers and
delineate very specific steps. He stated that the engineers
should then report to the State Department of Health. He stated
that there was a moratorium from HUD already and that no money
was being loaned in this area, this was the premise for the
May 14, 1982 letter.
Mr. Mansur gave a report on the 3 problem trailers regarding the
sewer problems. He stated that he had previously recommended
grinder pumps, but now he stated that there was a possibility
of installing septic tanks. He stated that he would bring the
solution to the council as soon as possible.
ITEM 5: REQUEST TO ADVERTISE FORBIDS FOR A UTILITY TRUCK
TO BE PURCHASED OUT OF THE ELM CREEK RESERVE FUND.
Mr. Cates stated that the reserve funds from Elm Creek could
be used for a City Truck because of the additional demands put
on OPWA.
Mr. Spencer requested that this be passed until the next
council meeting for Mr. Block's imput into this purchase.
ITEM 7: APPROVE WARRANTS FOR PAYMENT.
Motion was made by Phyllis Gross, seconded by Von Stockler to
approve Warrants #2165-82 to 2268-82 for a total of $26,600.63.
AYES: Messrs. Spencer and Stockler Mesdames Webb and Gross
NAYS: None
Motion carried.
ITEM 8: NEW BUSINESS.
No new business was announced.
Being no further business before the Owasso Public Works
Authority the chair adjourned at 8:48 P.M.
