HomeMy WebLinkAbout1982.05.04_OPWA MinutesOn Tuesday, May 4, 1982, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of Public Meeting and Agenda posted on City Hall bulletin board at 4:00 P.M. on April 30, 1982, and by reference is made a part hereof. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:56 P.M. with Mayor Boyd Spencer presiding. ITEM 2: FLAG SALUTE. ITEM 3: SEATING AND SWEARING IN OF WAUHILLEAU WEBB AS NEW TRUSTEE OF THE OWASSO PUBLIC WORKS AUTHORITY FROM WARD 2. Wauhilleau Webb was given the Oath of Office by the City Attorney and seated as the Trustee for Ward 1. ITEM 4: SEATING AND SWEARING IN OF VON STOCKLER AS NEW TRUSTEE OF THE OWASSO PUBLIC WORKS AUTHORITY FROM WARD 2. Von Stockler was given the Oath of Office by the City Attorney and seated as the Trustee for Ward 2. ITEM 5: SEATING AND SWEARING IN OF JAMES C. SMALLEY AS REELECTED TRUSTEE OF THE OWASSO PUBLIC WORKS AUTHORITY FROM WARD 5. James C. Smalley was given the Oath of Office by the City Attorney and seated as the Trustee from Ward 5. ITEM 6: ROLL CALL. PRESENT: Boyd Spencer, Trustee Wauhilleau Webb, Trustee James C. Smalley, Trustee Phyllis Gross, Trustee Von Stockler, Trustee Ron Cates, City Attorney Bob Fugate, City Treasurer - Acting City Manager Sue Shelley, Recording Secretary ABSENT: None ITEM 7: ELECTION OF CHAIRMAN. Motion was made by Jim Smalley, seconded by Wauhilleau Webb to appoint Boyd Spencer as Chairman for a one year term of office to expired May 2, 1983. AYES: Messrs. Smalley and Stockler, and Mrs. Webb NAYS: None ABSTAIN: Mr. Spencer and Mrs. Gross Mr. Spencer was elected Chairman. Owasso Public Works Authority Page Two May 4, 1982 ITEM 8: ELECTION OF VICE CHAIRMAN. Motion was made by Jim Smalley, seconded by Von Stockler to appoint Wauhilleau Webb as Vice Chairman for a one year term of office to expire May 2, 1983. AYES: Messrs. Spencer, Smalley and Stockler NAYS: None Wauhilleau Webb was elected Vice Chairman. ITEM 9: APPROVE MINUTES OF APRIL 20, 1982, REGULAR MEETING OF THE OWASSO PUBLIC WORKS AUTHORITY. Motion was made by Wauhilleau Webb, seconded by Jim Smalley to approve the minutes of April 20, 1982. AYES: Messrs. Spencer, Smalley, and Stockler Mesdames Webb and Gross NAYS: None Motion carried. ITEM 10: REVIEW BIDS ON PARTS AND SUPPLIES INVENTORY ITEMS. Motion was made by Von Stockler, seconded by Boyd Spencer to accept the bids on parts and supplies inventory items per Public Works Director's recommendations. AYES: Messrs. Spencer, Smalley and Stockler Mesdames Webb and Gross NAYS: None Motion carried. ITEM 11: APPROVE WARRANTS FOR PAYMENT. Mr. Fugate stated that on #2115-82 to City Utility Service for $40,954.43 there were two factorsthat made up this figure, the water sales and a major break by the railroad line. Motion was made by Wauhilleau Webb, seconded by Phyllis Gross to approve warrants #211-82 through #2144-82 for a total of $79,220.82. AYES: Messrs. Spencer, Smalley and Stockler Mesdames Webb and Gross NAYS: None Motion carried. Owasso Public Works Authority Page Three May 4, 1982 ITEM 12; NEW BUSINESS. Mr. Smalley stated that according to Ordinance 315 the Mayor or his designee shall attend all meetings as representative from the City. Mr. Cates stated that he was contacted by the Regional Metropolitan Utility Authority as to Mr. Shephard setting on the Authority as the representative from Owasso. Mr. Spencer asked the City Clerk to writ a letter advising all the boards as to the City Representative. Mr. Fugate stated that on the sewer problem at 96th Street North and 97th East Avenue, grinder pumps were discussed as a possible solution. He stated that further investigation showed the possibility of installing septic tanks. Mrs. Shelley stated that the Sales Tax Advisory Committee had asked the City Council to write a letter stating the exact areas of study, at the last meeting. Mr. Spencer stated that he thought the new City Manager should explore that area with the Sales Tax Committee, in relation to the budget. Mr. Spencer asked if the Council could have the budget explained before it is presented without it being at an open meeting. Mr. Cates stated that it could be construed as part of the decision making process and should not be done, it could invalidate the budget. Mr. Spencer requested an Attorney General's Opinion on this point. Being no further business before the Owasso Public Works Authority, the chair adjourned at 8:18. S L REC ING SECRETARY
