met in regular session in the Council Chambers at City Hall
per the Notice of Public Meeting and Agenda posted on City
Hall bulletin board at 4:00 P.M. on April 2, 1982, and by
reference is made a part hereof.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 7:00 P.M. with Chairman
Wasserman presiding.
ITEM 2: FLAG SALUTE.
Flag salute was led by Chairman Wasserman.
ITEM 3: ROLL CALL.
PRESENT: Lyle Wasserman, Chairman
Phyllis Gross, Vice Chairman
Boyd Spencer, Trustee
John Stadler, Trustee

ABSENT: None
ITEM 4: APPROVE MINUTES OF OWASSO PUBLIC WORKS AUTHORITY REGULAR
MEETING ON MARCH 16, 1982.
Motion was made by Boyd Spencer, seconded by John Stadler to
approve minutes of March 16, 1982.
AYES: Messrs. Wasserman, Spencer, Stadler, Smalley and Mrs. Gross
NAYS: None
Motion carried.
ITEM 5• REQUEST TO ACT ON RECOMMENDATIONS FROM ADVISORY COMMITTEE
CONCERNING WATER AND SEWER PROJECTS AND PAY INCREASE TO CITY EMPLOYEES.
Mr. Bob Hockenb ury chairman of adviosry committee stated that he
wished to make this report at the City Council Meeting.
ITEM 6: PROPOSED NEW CITY PAY PLAN.
Mr. Fugate stated he was recommending that the City pay the health
care for employees, including dependent coverage that it not carried
at this time. Pay scales are too low and too much turn -over has
resulted. Pay scales are too narrow and they cannot accomodate
merit increases: -or -seniority with no incentive for supervisory
positions.

Motion was made by Boyd Spencer, seconded by Jim Smalley
to propose to include in 1982-83 fiscal year budget a
new City Pay Plan.
AYES: Messrs. Spencer, Stadler, Smalley and Mrs. Gross
NAYS: Mr. Wasserman
Motion carried.
ITEM 7: REQUEST TO ADVERTISE FOR BIDS AND SUPPLIES - INVENTORY
ITEMS FOR WATER AND -SEWER DEPARTMENT.
Mr. Fugate stated that this was to replenish parts and supplies
in the Public Works Garage. This was stated as the second time
during this year.
Motion was made by Boyd Spencer, seconded by Phyllis Gross
to advertise for bids and supplies for water and sewer department.
AYES: Messrs. Wasserman, Spencer, Stadler, Smalley and Mrs. Gross
NAYS: None
Motion carried.
ITEM 8: REQUEST TO ADD THREE NEW EMPLOYEES.
Mr. Fugate stated that Mr. Larson requested three new employees
because of waterline breaks and waterline installation and 59
meteres that need to be installed, and to work on the new sewer
cleaning truck. The money will have to raid out in overtime
or on outside contractors to do the work.
Motion was made by Phyllis Gross, seconded by John Stadler
to approve request to add three new employees.

ITEM 9: REQUEST TO WAIVE LICENSE FEES FOR PLUMING WORK TO BE
DONE BY VO-TECH STUDENTS ON THE RESIDENCE OF JOHN SMALIGO, IN
EL RIO VISTA ADDITION.
Mr. Fugate stated that he received a letter from Patrick Ledgerwood
Contractor's License �930 a teacher at Tulsa Area Vo-Tech for
a waiver for John Smaligo's residence at the corner of 97th
Street North and North lllth E. Ave. This is the 2nd request by
Tulsa Area Vo-Tech.

Motion was made by Phyllis Gross, seconded by John Stadler
to waive the license fee for Plumbing work to be done by
Vo-Tech students on the residence of John Smaligo, it will
be done under the direct supervision of Patrick Ledgerwood.
AYES: Messrs. Wasserman, Spencer, Stadler, Smalley and Mrs. Gross
NAYS: None
Motion carried.
ITEM 10: REVEIW BIDS ON USED GRADALL, 1957 MODEL M-2460.
Mr.. Fugate stated that only two bids were received from the same
company Midwestern Engine and Equipment, Tulsa Brach bid was
$5,000.00 and the Oklahoma City Branch was $9,000.00. The staff
recommends the acceptance of the $5,000.00 with approximately
$500.00 for repair work, and that it be purchased with operating
funds.
Motion was made by Phyllis Gross, seconded by John Stadler
to accept the bid on Midwestern Engine and Equipment of Tulsa
for $5,000.00 for the used Gradall.
AYES: Messrs. Wasserman, Spencer, Stadler, Smalley and Mrs. Gross
NAYS: None
Motion carried.
ITEM 11: REPORT ON WATER LINE BREAK,
Mr. Fugate stated that the water was shut off for several days
to some residences. The reasons were the low pressure design
of the older lines, inadequate equipment to do the job, damage
to the line by Sant Fe Railroad, and poor soil consistency.
ITEM 12: APPROVE WARRANTS FOR PAYMENT.
Mr. Smalley questioned #1017 General Tire Service, #1018 Goodyear
Truck Tire Center, and #1027 Kykendall Tire Service.
Mr. Fugate stated that #1017 was for the residential refuse truck,
#1018 Commercial II, and #1027 was for water truck repairs, etc,
dating from November, 1981.
Mr. Smalley questioned.#1031 (a) Midwestern Engine and Equipment.
Mr. Fugate stated that #1031 (a) was the loan payment on residential
refuse truck.

Mr. Smalley questioned #1031 (b) Midwestern Engine and Equipment.
Mr. Fugate stated that Commercial Refuse I floorboard fell out
and it had to be rewired with all new switches.
Mr. Spencer questioned #1032 Murphy Machinery.
Mr. Fugate stated that this was replacement parts for street
sweeper.
Mr. Spencer questioned #1037.
Mr. Fugate stated that #1037 was for commercial refuse containers.
Mr. Spencer stated that #1037 was for ocer $2,000.00 and would
have to be taken off the warrant list.
Mr. Fugate stated that it was 2 separate invoices one on
2-23-82 for $1,706.00 and 2-25-82 for $1,129.00, the computer
puts all checks to the same sompany in one lump check.
Mr. Fugate stated that the #1038 Shaklee Products will replace
all the chemicals used at the City Shop,,they are safer,
biodegradable and would save at least 50%. He stated that
he checked the prices in this area and they are competative
and an additional 10% discount was given by Rose Duvall of
Mountain Home, Arkansas.
Motion was made by John Stadler, seconded by Jim Smalley to
pay warrants #972 through #1050 with #1037 to Scott and Hill
Steel Corporation for $2,795.00 being 2 separate invoices and
on 2 different dates and the amount is a lump sum.
AYES: Messrs. -Wasserman, Spencer, Stadler, Smalley and Mrs. Gross
NAYS: None
Motion carried.
ITEM 13: NEW BUSINESS.
Mr. Fugate stated that he distributed a letter from City Engineers
on the investi�-tion of sewage overflow problems at North 97th E.
Ave. and 96th Street North.
Being no further business before the Owasso Public Works Authority
chair adjourned at 7:50 P.M. j
