On Tuesday, March 16, 1982, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of Public Meeting and Agenda posted on City Hall bulletin board at 2:00 P.M. on March 12, 1982, and by reference is made a part hereof. ITEM 1: CALL TO ORDER. © The meeting was called to order at 7:30 P.M. with Chairman Wasserman presiding. ITEM 2: FLAG SALUTE. Flag salute was led by Chairman Wasserman. ITEM 3: ROLL CALL, PRESENT: Lyle Wasserman, Chairman Phyllis Gross, Vice Chairman Boyd Spencer, Trustee Man Stadler, Trustee Jim Smalley, Trustee Ron Cates, City Attorney Kenneth Thompson, City Manager Sue Shelley, City Clerk ABSENT: None ITEM 4: APPROVE MINUTES OF OWASSO PUBLIC WORKS AUTHORITY REGULAR MEETING ON MARCH 9, 19 2. Motion was made by Boyd Spencer, seconded by Phyllis Gross to approve minutes of .'larch 9, 1982 regular meeting. AYES: Messrs. Wasserman, Spencer, Stadler, Smalley and '_lrs. Gross NAYS: None Motion carried. ITE:I 5: APPROVE INSTALLATION OF WATERLINE ON DOGWOOD STREET. City Manager stated that this will be a first priority job, the City has the nine and the installation will, be done with City Employees. 'Motion was made by Phyllis Gross, seconded by Jim Smalley to approve installation of waterline on Dogwood Street. AYES: Messrs. Wasserman, Spencer, Stadler, Smalley and Mrs. Gross NAYS: None 1-lotion carried. Owasso Public Works Authority Page Two Larch 16, 1982 ITEM 6: REQUEST BY SAFEWAY STORES TO ALLOW PRIVATE TRASH HAULER TO HAUL SAFEWAY STORE TRASH. City Manager stated that Council Action was needed to allow private trash hauler in city limits, Tim Peters, real estate broker for Safeway stated that a study was being done to cut costs,it was not a reflection on the service. Mr. Spencer stated that the City needed the commercial accounts for income. The Manager for the Owasso Safeway Store requested that this be postponed until the 2nd meeting in April. I -lotion was made by Boyd Spencer, seconded by Lyle Wasserman to postpone until April 20, 1982. AYES: Messrs. Wasserman, Spencer, Stadler, Smalley and Mrs, Gross NAYS: None Motion carried, -0 I'TEM 7: REQUEST TO ADVERTISE FOR BIDS FOR GRADALL MACHINE. City Manager stated that a Gradall machine was being sold by the Turnpike Authority for annroximately $5,000,00 with some work needing to be done on one of the engines, Motion was made by Phyllis Gross, seconded by John Stadler to advertise for bids on Gradall Machine. AYES: Ilessrs. Wasserman, Spencer, Stadler, Smalley and Mrs. Gross NAYS: None y0 Motion carried. ITEM 8: REQUEST TO ADVERTISE FOR BIDS FOR SEWER CLEANING MACHINE. City Manager stated that this was a luxury that the City needs to do preventative maintenance, the City has had to rent one of these machines. The cost would be in excess of $20,000.00. He stated that he would recommend a truck mounted machine, 1" high pressure cleaner which is 2,000 psi, 65 gallons per minute with a 1" hose. Owasso Public Works Authority Page Three March 16, 1982 Motion was made by Boyd Spencer, seconded by Phyllis Gross that we advertise for bids on the asumption that if you accept one that it will be entered into the next fisical year's budget and take it out of the OPWA Funds. OAYES: Messrs. Wasserman, Spencer, Stadler, Smalley and Mrs. Gross NAYS: None Motion carried. ITEM 9: APPROVE WARRANTS FOR PAYMENT. Mr. Spencer questioned on Warrant #1767 Midwestern Engine and Equipment - Poly Karts $1,185.00 is this another order? City Manager stated that was an order for 25 to avoid any problems with the bidding law. Motion was made by Phyllis Gross, seconded by John Stadler to approve OPWA warrants for payment. AYES: Messrs. Wasserman, Spencer, Stadler, Smalley and Mrs. Gross NAYS: None Motion carried. Being no further business before the Owasso Public Works Authority the Chair adjourned at 8:05.
