HomeMy WebLinkAbout1982.03.09_OPWA MinutesOn Tuesday, March 9, 1982, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of Public Meeting and Agenda posted on City Hall bulletin board at 4:00 P.M. on March 5, 1982, and by reference is made a part hereof. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:02 P.M. with Chairman Wasserman presiding. ITEM 2: FLAG SALUTE. Flag salute was led by Chairman Wasserman ITEM 3: ROLL CALL. PRESENT: Lyle Wasserman, Chairman Phyllis Gross, Vice Chairman Boyd Spencer, Trustee John Stadler, Trustee Jim Smalley, Trustee Ron Cates, City Attorney Bob Fugate, City Treasurer for Ken Thompson, City Manager Sue Shelley, City Clerk ABSENT: Ken Thompson, City Manager ITE'7 4: APPROVE MINUTES OF OWASSO PUBLIC WORKS AUTHORITY REGULAR MEETING ON FEBRUARY 16, 1989. Motion was made by Boyd Spencer, seconded by Jim Smalley to approve minutes of February 16, 1982 Meeting. AYES: Messrs. Wasserman, Spencer, Stadler, Smalley and Mrs. Gross NAYS: None Motion carried. ITEM 5: REQUEST TO SELL OLD WATER METERS, Motion was made by Phyllis Gross, seconded by John Stadler to authorize the water meters for sale for bids, AYES: Messrs. Wasserman, Stadler, Smalley and Mrs. Gross NAYS: None ABSTAIN: Mr. Spencer Motion carried. Owasso Public Works Authority March 9, 1982 Page Two ITEM 6: REQUEST TO AUTHORIZE ACCESS TO ALL FINANCIAL RECORDS BY ANY MEMBER OF THE BOARD OF TRUSTEES. Mr. Fugate stated that three of the Trustees did not have access to the financial records because they did not sign on the accounts. This is to make it clear to all financial institutions that all Trustees have access to all financial records. Motion was made by Phyllis Gross, seconded by John Stadler that all financial records be available to any member of the Board of Trustees. AYES: Messrs, Wasserman, Spencer, Stadler, Smalley and Mrs. Gross NAYS: None Motion carried. ITEM 7: REQUEST FOR REFUND ON REFUSE SERVICE AT MITY-MART GROCERY. Mr. Plummer owner of Mity-Mart stated that he had been overcharged approximately $16.50 per month for 3 years. He had been charged for a 4 yard container when he had only a 3 yard container and had only asked for 2 pickups per week and did not ask for any additional service. Recent mailing of service charges brought this to his attention, as he had received no indication on how his trash service was billed. Motion was made by John Stadler, seconded by Phyllis Gross to refund to Mr. Plummer on trash pickup the sum of $594,00, AYES: Messrs, Wasserman, Stadler, Smalley and Mrs. Gross NAYS: None ABSTAIN: Mr. Spencer Motion carried. ITEM 8: FINANCIAL REPORT FOR FEBRUARY 1982. Mr. Fugate stated that it was not reflected on the report but the water revenues have finally started to pickup_ and should be reflected on the March financial report. Motion was made by Boyd Spencer, seconded by Phyllis Gross to approve financial report for February 1982. AYES: :'Messrs. Wasserman, Spencer, Stadler, Smalley and Mrs. Gross NAYS: None Motion carried. Owasso Public Works Authority March 9, 1982 Page Three ITEM 9: APPROVE WARRANTS FOR PAYMENT. Mr. Spencer questioned #1673 Browning -Ferris Inc.- Dump Fee (Holiday). Mr. Fugate stated that it was during the time the City could not get into the North Tulsa Sanitary Land Fill,'because it was one of the days the City was open and the Land Fill was closed. The City used Browning -Ferris Land Fill to dump. Mr. Spencer questioned #1683 First National Bank and Trust, March Contingency and Refuse Bond. Mr. Fugate stated that included the $3,000.00 for the contingency fund and $3,077.29 for the sinking fund on the 1979 bond issue. Mr. Spencer questioned #1687 Grand Prix - Repair parts. Mr. Fugate stated that it -was miscellaneous car parts, some on the Volare in the OPWA, Mr. Smalley questioned #1686 W,W. Grainger -Parts Lift Station #3 Mr. Fugate stated that manufacture's representative of electronic control board of the lift station, checked and set the control board and ordered new parts and gave a class on operation. Mr. Wasserman stated there there was another pump that only needed a new part and would be in operation soon to help the sewer situation. Mr. Spencer questioned #1701 United Engine Inc. - Repair Parts. Mr. Fugate stated that was from November, on the used commerical refuse truck, a previous city mechanic was working on it, and a rag got caught in the turbo charger and did some damage to the to it and this was the repair bill, Motion was made by John Stadler, seconded by Jim Smalley to approve warrants #1670 to#1701 for $35,539.74. AYES: Messrs. Wasserman, Spencer, Stadler, Smalley and Mrs. Gross NAYS: None Motion carried. Owasso Public Works Authority March 9, 1982 Page Four NEW BUSINESS: John Dresher of 809 north Dogwood asked when new waterlines would be installed on Dogwood. He stated that he had 1/2 water Pressure on the waterlines, 13 driveways were torn up because of extensive waterline breakage, curbs were sticking out in the street. He stated that this was a fire hazard in that there were no fire hydrant and 1/2 water pressure. Mayor Wasserman assured Mr. Dresher that the City Manager would look into the problem and get it resolved as soon as possible.
