Adjournment MEETING OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF MEETING Thursday, December 13, 2012 The Owasso Economic Development Authority met in regular session on Thursday, December 13, 2012 in the Lower Level Conference Room at City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 PM on Tuesday, December 11, 2012. ITEM 1: CALL TO ORDER & ROLL CALL Mr. Charney called the meeting to order at 10:04 AM. PRESENT David Charney, Chairman Frank Enzbrenner, Vice Chairman Dee Sokolosky, Trustee Dirk Thomas, Trustee Jeri Moberly, Trustee Bryan Spriggs, Trustee Gary Akin, Secretary A quorum was declared present. ABSENT None ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE APPROVAL OF THE OEDA CONSENT AGENDA A. Approval of minutes of the November 8, 2012 Regular Meeting B. Approval of claims C. Acceptance of the monthly financial report Mr. Enzbrenner moved to approve the consent agenda, seconded by Dr. Thomas. AYE: Charney, Enzbrenner, Sokolosky, Thomas, Moberly, Akin, Spriggs NAY: None ABSTAIN: Motion carried 7 -0. ITEM 3: DISCUSSION OF OWASSO STRONG NEIGHBORHOOD PROGRAM Mr. Ray presented the foundation for the Owasso Strong Neighborhood Program and discussed the program accomplishments. It was further discussed that the proposition approved by voters to increase the Hotel Tax from 3% to 5% contains language designating the funds generated to be used for economic development and cultural enhancement programs which support the Strong Neighborhoods Initiative. In addition, designation of these funds for the Strong Neighborhoods Initiative will automatically terminate five years (August 20121 unless the City Council reauthorizes the designation of funds for the Strong Neighborhoods Initiative prior to that date. Mr. Ray explained that the staff's desire to continue the funding and the program. It was further explained that an item will be placed on the January OEDA agenda for additional discussion and the February OEDA for consideration and appropriate action related to a recommendation to the City Council. December 13, 2012 ITEM 4: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR Ms. Harkins introduced Roger Stevens and Karl Fritschen to provide a monthly status report of the Public Works and Community Development departments. Ms. Harkins provided information related to various economic development activities as well as the current sales tax report. ITEM 5r REPORT FROM OEDA MANAGER No Report. ITEM 6: REPORT FROM OEDA TRUSTEES No Report. ITEM 7: NEW BUSINESS None. Mai. Sf. Oway, o, OK 74055 PROJECT STATUS REPORT City of Owasso Public Works Department January 7, 2013 E. 86th Street _N_orth_Widenina (from Main Street to N. Memorial Drive - Funding for the construction of this project is a result of a "matching grant "; 80% ODOT funding and 20% City funding. - ODOT awarded the contract to BECCO of Tulsa, Oklahoma in the amount of $6.9 million. - Project is currently paved and at least two (2) lanes are open in each direction. Cleanup behind curb /gutter and sodding is under way; guard -rails have been installed on all bridges; segmented block retaining walls are being completed; traffic signals at 86th Street North and Memorial Drive are installed and waiting for AEP -PSO service; sidewalks and handicap ramps are being completed. Final completion is expected to occur by January 11, 2013. • E. 106TH Street North and Garnett Road Intersection Improvement Proiect - Funding for the construction of this project is a result of a "matching grant" 80% ODOT funding and 20% City funding. - On March 24, 2009, Council awarded an engineering design contract to PSA Dewberry. - Bid advertisement is scheduled to occur in late January 2013 with bid opening in mid - February 2013. Bid award is anticipated in March with construction beginning in late April or early May 2013. • Santa Fe Lift Station and Force Main Improvements - February 2010, City Council awarded an engineering agreement in the amount of $145,874 to Greely and Hansen Engineering. - November 2011, OPWA Trustees awarded a construction contract to W.N. Couch in the amount of $2,636,700. - Generator has now been installed, electrical room is approximately 80% complete and wet well beams have been set and are awaiting installation of cranes which are used to install and remove pumps. Electrical room roof should be installed second week of January at which point electricians can begin work inside. Piping inside and outside the wet well including check valves is in progress. Substantial completion is expected by late January. • Three Lakes Stormwater Channel Improvements - Project includes widening and shaping of the north /south channel east of US Hwy 169, from to 83rd Street North southward to the end of the existing concrete channel. - The engineering design is being performed by the City of Owasso's Engineering Division. Currently, the design is 100% complete. - In April 2012, AT &T mobilized and completed the relocation of their utility. - December 2012, Council awarded a construction contract to Tri -Star Construction in the amount of $623,882. - Construction is scheduled to commence in late January with completion scheduled in July 2013. East 106th Street North Water Improvements - Project includes extending 12" water line from 106th Street North /N. 110th East Avenue to 106th Street North and Mingo Road. - The engineering design was performed by the City of Owasso's Engineering Division. Currently, the design is 100% complete. - City crews have installed 1,700 linear feet of water line. Project is scheduled to complete by June 2013. E. 76th Street North Widening (from U.S. Hwv169 to N. 129th East Avenue - In October 2010, the City received notice that INCOG selected the project to receive federal funding in the amount of $2,090,000 for engineering, right -of -way and utility relocation costs. A 20% required match will be funded through the City of Owasso's Capital Improvement Fund. - In October 2011, the City received notice that INCOG selected the project to receive federal funding in the amount of $3,470,000 for construction and administration costs. A 20% required match will be funded through the City of Owasso's Capital Improvement Fund. - In February 2012, ODOT officials informed City staff of funds available in the Federal Surface Transportation Fund for the planning phase of E. 76th Street North Widening Project. - In March, INCOG presented this project to its members for consideration to receive funding in 2012 for the engineering design. Project was approved by the Technical Advisory and Transportation Policy Committees. - In April 2012, the project was approved by INCOG Board of Directors - Engineering Consultant interviews will be held on January 16, 2013. ODOT anticipates having an engineering firm hired sometime in February 2013. Ranch Creek Sanitary Sewer Improvements - May 2012, City Council awarded an engineering agreement in the amount of $175,000 to Kellogg Engineering INC. - Engineering design is approximately 30% complete. The design phase is expected to be complete in July 2013. Garnett Widenina (from E. 96h Street North to E. 106th Street Northl - In November 2012, Council approved an engineering agreement with Dewberry in the amount of $345,600. - Dewberry is currently preparing the preliminary study and conceptual plans for the project. The design is scheduled to be complete in the Fall of 2013. FY 2012 -2013 Street Rehabilitation Project - May 2012, City Council approved the FY 2012 -2013 project list. - July 2012, City Council approved the Inter -local Agreement between City of Owasso and Tulsa County. - City Council awarded the Street Rehabilitation project to Tri -Star Construction on October 16, 2012. The crack sealing portion of the project has been completed. The remaining base repairs, milling, overlay, or fog sealing is to begin by December 3, 2012. - The street base repairs are now complete in Elm Creek on E 76th PI N, E 77 St N, and E 77 PI N between N 123rd E Ave and 126 E Ave. Additional base repairs have been completed on N 121st E Ave, and E 82 PI North. Crews are mobilizing on Cedar Street between 8th and 86th to begin curb, gutter and approach work. The City Wit out Limits. HARKINS DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: January 10, 2013 RETAIL & SERVICE DEVELOPMENT UPDATE • Planet Subs has opened in the former Hamlet location in Smith Farm Market. • Freddie's Frozen Custard and Steakburgers has opened in Smith Farm Market. • Discount Tires is building a store on the NW corner of 116th Street N. and HWY 169. • Marco's Pizza will open soon next to Family Video on 861h Street. HEALTH CARE UPDATE • Senior Suites, a full service nursing facility continues construction on land to the south of the St. John Owasso medical campus.
