UNITS OF GENERAL LOCAL GOVERNMENT IN TULSA COUNTY
TO PARTICIPATE IN A JOINT PRE - APPLICATION AND APPLI-
CATION ADDRESSING COMMON PROBLEMS FACED BY EACH UNIT
OF GENERAL LOCAL GOVERNMENT AND DESIGNATING A LEAD
UNIT OF GENERAL LOCAL GOVERNMENT FOR ADMINISTRATIVE
PURPOSES.
WHEREAS, the United States Congress enacted the Housing and Community
Development Act of 1977, P.L. 95 -128 (hereinafter called "The Act ") providing
for a Small Cities Community Development Block Grant Program; and
WHEREAS, administrative rules have been promulgated under The Act
allowing the submittal of joint pre - application and applications by units of
general local government;
NOW, THEREFORE BE IT RESOLVED THAT the City of Owasso, Oklahoma, in
an effort to maximize the benefits of funds authorized under The Act join to-
gether with the Cities of Bixby, Jenks and Broken Arrow in a cooperative effort .
through the submittal of a single joint pre- application and application;
FURTHER, IT IS RESOLVED THAT, the City of Bixby shall be the lead
unit of general local government for administrative purposes; and
FURTHER, IT IS RESOLVED THAT, the City of Owasso instructs the City
of Bixby, as lead unit of general local government, to develop a joint pre -
application and application in their behalf for funds authorized under The
Act.
FURTHER, IT IS RESOLVED THAT, all Community Development activities
included in said pre - application and application shall, be complete and eligi-
ble activities under The Act and that the activities shall be within the juris-
diciton of one or more units of general local government endorsing this reso-
lution.

The Cities of Bixby, Broken Arrow, Jenks and Owasso participating in the
development of a joint pre - application for the HUD Small Cities Community
Development Block Grant Program seek funding for the following activities:
CITY OF BIXBY: Eliminating deficiencies in public facilities in a low -and
moderate income area by replacing inadequate waterlines
and re- surfacing streets. ($135,100)
CITY OF BROKEN
ARROW: Eliminating deficiencies in public facilities in low -and
moderate- income areas by replacing inadequate waterlines.
($193,800)
CITY OF JENKS: Eliminating deficiencies in public facilities in a low -and
moderate - income area by replacing inadequate waterlines.
($100,000).
CITY OF OWASSO: Eliminating deficiencies in public facilities in a low -and
moderate- income area by replacing inadequate waterlines
and /or improving drainage facilities. ($71,100)
The funding levels for each participating community are based on the relative
proportion of need as expressed by the incidence and extent of poverty and
substandard housing and to ensure adequate funding levels to accomplish the
desired activities.
