91 ICATIOI\l (Title 26, Oklahoma Statutes,
Section 13-102 and Section 13-103)
Whereas a Primary Election shall be held on the 21st day of March, 1978
for the purpose of a primary election to elect Councilmen to the City of Owasso,
Oklahoma for the Wards and terms as follows:
Ward No. Term

4 3 Years
and whereas a general election if necessary, shall thereafter be held on April 4,
1978 to elect said Councilman or Councilmen (Counci I person or persons),
and,
Whereas certain precincts partially within "he City Limits need not be opened
pursuant to 26 Oklahoma Statutes, Section 13-103, now,
Therefore Be It Resolved:
1. That a non-partisan primary election for City Councilman, as above
set out, be held on the 21st day of March, 1978
(a) That general election thereafter, if necessary, be held on April 4, 1973®
(b) Only qualified electors of the City of Owasso who reside in the
respective wards shall be qualified to hold the offices of Councilmen®
(c) All offices shall be filled by voting at large,
CERTIFICATION THAT NO PERSONS RESIDE WITHIN DESIGNATED
PRECINCTS PARTIALLY CONTAINED WITHIN CITY LIMITS
The City Council of the City of Owasso, Tulsa County, Oklahoma hereby
certifies to the Tulsa County Election Board that the following numbered precincts
are partially contained within the City Limits of the City of Owasso, to-wit-,

and

and that no persons reside within that portion of the above designated precincts
which portion are within the City Limits of Owasso, Oklahoma.
2. Emergency® That for the preservation of the public peace, health and
safety, an emergency is found and declared to exist by reason whereof this
Resolution and Notice of Elections and Certification shall take effect from and
after its passage and approval .
PASSED AND APPROVED and the emergency clause ruled and voted upon
separately and approved this day of 1978.
