HomeMy WebLinkAbout2016.04.11_Planning Commission MinutesOWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, April 11, 2016 The Owasso Planning Commission met in regular session on Monday, April 11, 2016 at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on April 6, 2016. ITEM 1. CALL TO ORDER Dr. Loving called the meeting to order at 6:00 p.m. ITEM 2. Flag Salute ITEM 3. Roll Call PRESENT David Vines Dr. Paul Loving Renee Mowery Jennifer Koscelny Tim Miller A quorum was declared present. STAFF Bronce Stephenson Karl Fritschen Marsha Hensley Julie Lombardi Dwayne Henderson Kyler Hallmark 0-M ME ITEM 4. Presentation of the Character Trait of the Month — Forgiveness ITEM 5. Approval of Minutes from March 7, 2016 Regular Meeting. The Commission reviewed the minutes. Mr. Vines moved, seconded by Mr. Miller, to approve the minutes from the March 7, 2016 meeting. A vote on the motion was recorded as follows: YEA: Dr. Loving, Miller, Vines, Koscelny, Mowery NAY: None Motion carried 5 -0. OWASSO PLANNING COMMISSION April 11, 2016 Page No. 2 ITEM 6. OA 16 -02, Annexation - Consideration and appropriate action relating to the request for the review and acceptance of an annexation of approximately 140 acres. The subject property is located on the north side of E 76th St N and approximately 3/4 mile west of N 161 sr E Ave. Bronce Stephenson presented the staff report and described the location. The Annexation Committee met on March 30, 2016 and determined that the property could adequately be served by utilities, Police, Fire and EMS services. The committee recommended approval of the request. Staff recommends approval of OA 16 -02, the request to annex the subject property into the corporate limits of the City of Owasso and assigning a zoning of Agriculture (AG) to the property. Kim Dorrough requested to speak to the Commissioners. She has concerns with the traffic in the area. She doesn't want her neighborhood to be a high traffic street. Mr. Miller moved, seconded by Ms. Mowery, to approve annexation OA 16 -02 and assigning a zoning of Agriculture (AG) to the property. YEA: Dr. Loving, Mowery, Vines, Koscelny, Miller NAY: None Motion carried 5 -0. ITEM 7. OLS 16 -02, Lot Split -Mill Creek Lumber - Consideration and appropriate action relating to the request for the review and acceptance of a lot split The proposed lot split will create two (2) lots totaling approximately 4.07 acres. The lot split is subject to a pending lot tie agreement. The property is zoned CG (Commercial General) zoning district and is located at 7801 N Owasso Expressway (Lot 1, Block 19, Elm Creek Estates 1st). Kyler Hallmark presented the staff report and described the location. The lot split is subject to the filing and recording of a lot tie agreement with tracts 1 B and 1 C. The easterly 49 feet described as Tract 1 A (2), will then be tied to Tract 1 B, which then be tied to Tract 1 C, thus joining all these properties together and ensuring all properties will have access to a public street. Staff recommends approval of the above lot split (OLS 16 -02) subject to the filing of the lot tie agreement of Tract 1 B and Tract 1 C. Mr. Mark Capron, the applicant's representative, was present to answer questions. Mr. Capron stated that he understands that there will need to be a lot tie agreement filed in Tulsa County. Mr. Vines moved, seconded by Mr. Miller, to approve OLS 16 -02, subject to all TAC recommendations and subject to the filing of the lot tie agreement of Tract 1 B and Tract 1 C. Final Plat - Charity Auto Sales - Consideration and appropriate action relating to the request for the review and acceptance of a final plat proposing one (1) lot on one (1) block containing 0.51 acres. The subject property is located at 11595 E 116"' St N, Owasso, OK. The subject property is zoned CS (Commercial Shopping). Bronce Stephenson presented the staff report and described the location. There is an existing recorded 11 foot utility easement along both sides and rear of the property as well as a 17.5 -foot utility easement along the front of the property. The proposed commercial use for the property conforms to the 2030 Owasso Land Use Master Plan. The Technical Advisory Committee reviewed the final plat at their meeting on March 23, 2016. All TAC comments have been addressed. Staff recommends approval of the final plat for Charity Auto Sales. Dr. Loving moved, seconded by Mr. Miller, to approve the final plat subject to TAC and Staff recommendations. YEA: Mowery, Koscelny, Miller, Dr Loving RECUSE: Vines NAY: None Motion carried 4 -0. Discussion Related to City Council Action on PUD 16 -02 /OZ 16 -03. ITEM 12. New Business (New Business is any item of business which could not have been foreseen at the time of posting of the agenda) Mr. Vines discussed the need to form a committee to review and possibly make a few changes to the Land Use Master Plan. ITEM 13. Adiournment -Mr. Miller moved, seconded by Mr. Vines, to adjourn the meeting.
