NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OWASSO, OKLAHOMA; 1. That a non- partisan Primary Election for City Councilpersons, as set out, be held on March 6, 1990. (a) That the Gene raI Election thereafter, if necessary, be held on April 3, 1990. (b) Only qualified electors of the City of Owasso who reside in the respective wards sha 1 1 be qualified to hold the office of Councilpersons. Ray SUBJECT: Request for Approval of Resolution #90 -1, Calling an Election for City Council Wards DATE: December 28, 1989 Background Article 6 of the City of Owasso Charter (Section 6 -1 through 6 -10) governs the election of City Council members. Terms of office are established, filing deadlines are set, and the elections are prescribed all within this article of the Charter. Generally, the following schedule must be adhered to if we are to meet the legal requirements of the Charter. Step One - Adopt Resolution #90 -1 notifying the County Election Board of our intent to conduct an election and requesting the Election Board conduct the election (in order to meet the 45 day notice required by the Election Board , this resolution should be adopted no later than the January 2nd Council meeting.) Step Two - Filing times - the Charter "lists the official filing times as the first Monday, Tuesday or Wednesday of February. This year's filing time is from 8:00 a. m. to 5:00 p.m. on Monday, February 5th, Tuesday, February 6th and Wednesday, February 7th. All candidates are required to submit filing papers to the Tulsa County Election Board. Step Three - Primary election - this year's election is set by the Charter for March 6, 1990. Step Four - General Election - This year's general election is scheduled by the Charter to be conducted on April 3, 1990. Step Five - Those members elected (or re- elected) assume office on the first Monday of May on the year they are elected (May 7, 1990). Resolution 90 -1 is the vehicle that by establishing the above schedule to conduct the election. Funding will begin the election process and notifying the Election Board The Council has budgeted $8,000 to conduct these elections. Historically, our cost has been approximately $3,000 per election. These funds are available. Recommendation In order to comply with the provisions of the Owasso Charter, I recommend Council approval of Resolution #90 -1.
