HomeMy WebLinkAbout1974 50_A Degsignate Agent for Step 1 Grant_1974.03.05,57-- ,Ir R E S 0 L U T 1 0 N WHEREAS, the City of Owasso is located within a complex area as designated by the State of Oklahoma Department of Pollution Control and is eligible for a Step I Grant, and WHEREAS, it is to the best interest of the City of Owasso that the planning and development of sewers and sewerage disposal in the area over which it has direct jurisdiction and in the surrounding area be coordinated, the following resolution is hereby adopted® BE IT RESOLVED: That the City of Owasso does hereby designate, authorize and approve THE REGIONAL METROPOLITAN UTILITY AUTHORITY, a public trust, as its agent within the complex area, of which the City of Owasso is a part, with full authority to make application for and on behalf of the City of Owasso as it could individually do, for such grants as it may individually be eligible for. UTILITY AUTHORITY be and is hereby authorized to receive payment of the City of Owasso's proportionate pro-rata share of the 25% required for local costs for a Step I Grant, and the City Clerk (or City Treasurer) is hereby authorized to make such payment direct to THE REGIONAL METROPOLITAN UTILITY AUTHORITY. S'e — RESOLUTION INDICATING INTENT TO JOIN WITH OTHER GENERA L PURPOSE POE 9 UNITS OF LOCAL GOVERNAENT IN THE INCOG AREA TO DEVELOP AND TMPLE- INENT A PLAN RESULTING IN A COORDINATED WASTE TREATMENT MANAGEMENT SYSTEM FOR THE AREA WHEREAS, pursuant to Section 208 of the Federal Water Pollution Control Act Amendments of 1972, P.L. 92-500 (hereinafter called "the Act"), the Administrator of the United States Environmental Protection Agency has by regulation published guidelines for the identification of those areas which, as a result of urban-industrial concentrations or other factors, have substantial water quality control problems (40 CFR Part 126); and WHEREAS, the three county (Tulsa, Creek, Osage) INCOG Region plus the Spunky Creek Basin (hereinafter called "the INCOG Area") satisfies the criteria contained in the Act and guidelines and designation of the area pursuant to section 208 and those guidelines is desirable; and WHEREAS, Section 126.10 of the guidelines requires, among other things, that the affected general purpose units of local government within the problem area must show their intent, through formally adopted resolu- tions, to join together in the planning process to develop and implement a plan which will result in a coordinated waste treatment management system for the area; and WHEREAS, such planning process and waste treatment management system is a necessary and significant measure to control present point and non-point sources of water pollution and to guide and regulate future development and growth in the area which may affect water quality, in order to prevent, abate Viand solve existing and potential substantial water quality control problems; NOW, THEREFORE, IT IS RESOLVED THAT the recognizing that the INCOG Area has substantial water quality control problems, supports designation of the Area pursuant to Section 208 and the EPA guidelines. IT IS FURTHER RESOLVED THAT THE n ( _ p _*p _,_ _ p y 'intends to join with other affected general purpose units of local govern- ment within the boundaries of the area to develop and implement a plan which wi'Ll result in a coordinated waste treatment management system for the area. IT IS FURTHER RESOLVED THAT, inasmuch as the INDIAN NATIONS COUNCIL i 'OF GOVERNMENTS is a single representative organization with elected officials or their designees from local governments and is capable of developing effective areawide waste treatment management plans for the INCOG Area, the -ty,) supports the designation of said organization as the planning agency for the Area. IT IS FURTHER RESOLVED THAT all proposals for grants for construction of publicly owned treatment works within the boundaries of the designated area will be consistent with the approved plan and will be made only by the designated management agency or agencies.
