HomeMy WebLinkAbout2017.02.13_Planning Commission MinutesOWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, February 13, 2017 The Owasso Planning Commission met in regular session on Monday, February 13, 2017 at Old Central per the Notice of Public Meeting and Agenda posted at City Hall, 200 S. Main (west side) at 1:00 pm on February 9, 2017. ITEM 1. CALL TO ORDER Dr. Loving called the meeting to order at 6:00 p.m. ITEM 2. Flag Salute ITEM 3. Roll Call PRESENT David Vines Dr. Paul Loving Tim Miller (out at 6:25 pm) Renee Mowery David Horton A quorum was declared present. STAFF Bronce Stephenson Julie Lombardi Marsha Hensley Karl Fritschen Morgan Pemberton Dwayne Henderson Chelsea Levo Feary ABSENT ITEM 4. Presentation of the Character Trait of the Month -Tolerance ITEM 5. Approval of Minutes from January 9, 2017 Regular Meeting. The Commission reviewed the minutes. Mr. Miller moved, seconded by Mr. Vines, to approve the minutes from the January 9, 2017 Regular Meeting. A vote on the motion was recorded as follows: YEA: Miller, Vines, Dr. Loving, Mowery ABSTAIN: Horton NAY: None Motion carried 4 -0. ITEM 6. Approval of Minutes from the February 6, 2017 Special Meeting. OWASSO PLANNING COMMISSION February 13, 2017 Page No. 2 Mr. Miller moved, seconded by Ms. Mowery, to approve the minutes from the February 6, 2017 Special Meeting. A vote on the motion was recorded as follows: YEA: Miller, Vines, Dr. Loving, Mowery, Horton NAY: None Motion carried 5 -0. ITEM 7. Annexation OA 16 -05 - Consideration and appropriate action relating to the request for the review and acceptance of an annexation of approximately 20 acres, located northeast of McCarty Park at 8200 N 91St E Ave. The present zoning on the property is AG (Agriculture). Morgan Pemberton presented the staff report. The property location was described. A portion of this property would accommodate a proposed dog park that would be financed with the excess Vision 2025 funds. The Annexation Committee reviewed and approved the request at their January 25, 2017 meeting. Staff recommends approval of the annexation request. Mr. Miller moved, seconded by Mr. Vines, to approve annexation OA 16 -05. A vote on the motion was recorded as follows: YEA: Vines, Miller, Dr. Loving, Mowery, Horton NAY: None Motion carried 5 -0. ITEM 8. Annexation OA 17 -01 - Consideration and appropriate action relating to the request for the review and acceptance of an annexation of approximately 34.98 acres, located east of the intersection of E 106th St N and N Garnett Rd on the north side of E 106th St N. The present zoning on the property is AG (Agriculture). Morgan Pemberton presented the staff report and described the property location. The applicant is not requesting a zoning change with this annexation. The Annexation Committee reviewed and approved the request at their January 25, 2017 meeting. Staff recommends approval of the annexation request. Mr. Miller moved, seconded by Mr. Vines to approve annexation OA 17 -01. Lot Split OLS 17 -02 - Consideration and appropriate action related to a request for the review and acceptance of a lot split. The proposed lot split divides the parent tract into four (4) tracts. The property is located just south and east of the intersection of E 106th St N and N 145th E Ave. The property is zoned AG (Agriculture) district and is approximately 26.91 acres. Karl Fritschen presented the staff report and described the property location. According to the applicant, the property would be split into four (4) tracts to be sold as large single - family estate lots. The Technical Advisory Committee reviewed the lot split application at their January 25, 2017 meeting. Mr. Stephenson praised the diligence of Mr. Fritschen in receiving all of the right -of -way that was necessary at this location. Staff recommends approval of the lot split request. Mr. Vines moved to approve, seconded by Mr. Miller to approve lot split OLS 17 -02, subject to TAC and staff recommendations. Report from Planning Commissioners ITEM 13. New Business (New Business is any item of business which could not have been foreseen at the time of posting of the agenda). Dr. Loving called for a five minute recess at 6:23 pm. The meeting was called back in session at 6:30 pm. ITEM 14. Review and Discussion on the Update of the Owasso Zoning Code. No official action will be taken on this item by the Planning Commission. The draft of the updated Owasso Zoning Code Chapters 1 through 12 was discussed. No action was taken. ITEM 15. Adlournment- Dr. Loving moved, seconded by Ms. Mowery, to adjourn the meeting.
