MINUTES OF REGULAR MEETING
Monday, March 13, 2017
The Owasso Planning Commission met in regular session on Monday, March 13, 2017 at
Old Central per the Notice of Public Meeting and Agenda posted at City Hall, 200 S.
Main (west side) at 1:00 pm on March 9, 2017.

Dr. Loving called the meeting to order at 6:00 p.m.

ITEM 4. Presentation of the Character Trait of the Month - Enthusiasm
ITEM 5. Approval of Minutes from February 13, 2017 Regular Meeting.
The Commission reviewed the minutes.
Mr. Miller moved, seconded by Ms. Mowery, to approve the minutes from the February
13, 2017 Regular Meeting.
A vote on the motion was recorded as follows:
YEA: Miller, Vines, Dr. Loving, Mowery, Horton
NAY: None
Motion carried 5 -0.

ITEM 6. Specific Use Permit 17 -01 - Montessori Academy of Owasso -
Consideration and appropriate action relating to the request for the
review and acceptance of a specific use permit to allow for a private
school on property zoned RS -3 (Residential Single- family) and AG
(Agriculture) Districts. The subject property is located at 708 North Atlanta
and is approximately 1.35 acres.
David Vines recused himself from this item
Karl Fritschen presented the staff report. The property location was described as well as
the zoning. There is a utility easement located beneath the western building on the
property, which is in the easement closing process. Staff believes this is a very good use
for this property. Staff is asking for a Plat Waiver along with this request.
Staff and TAC recommends the following conditions be applied to the property:
• No additional lighting shall be installed other than what exists on the site without
Staff approval;
• No additional signage shall be installed. If the applicant choses to use a new
sign, a sign permit shall be obtained and approved by Staff;
• No digital signage shall be used on the property;
• A minimum six foot opaque screening fence shall be required along the north,
west, and south property lines. The screening fence already in place along the
west boundary may be used as part of the screening requirements, but in the
event the fence falls into disrepair, it shall be repaired or replaced by the
applicant; and
• Landscaping shall be provided on the site as depicted on the attached site plan
and shall be inspected by Staff prior to issuing an Occupancy Permit.
The following are comments made by surrounding property owners:
Nicholas Piotter - He feels this project is good for the neighborhood and a great
opportunity for Owasso.
Richard Mullenix - He stated that this property had been a school previously. He likes
the idea of the property being fixed up. He keeps an eye on the property and feels
that a chain -link fence would be more appropriate.
Christina Branham - She is a parent of a student that attends the school and is in
support of the project. Also in support of the 6 foot opaque privacy fence.
Matthew Christensen, Doerner, Saunders, Daniel & Anderson, LLP - He is representing
the applicant. He and the applicant agree and accept all staff recommendations. He
handed out presentation material to the Commissioners (attached).
After a brief discussion, Mr. Miller moved, seconded by Ms. Mowery, to approve Specific
Use Permit 17 -01, subject to the above Staff and TAC recommendations. The Plat Waiver
request was included in this motion.

We are reaching out to express our support for the new location of Montessori Academy of Owasso. As
parents who send our children to this school, we believe the institution is an asset to the Owasso
community as a whole.
The new location, near downtown Owasso, will benefit the city in multiple ways. First, the building's
proximity to the newly created Redbud District will bring young families to the downtown area on a daily
basis, bringing awareness to this section of town as Owasso strives to grow the Main Street area- Secondly,
the renovation of the currently empty building on Atlanta Street will help turn an eyesore into a thriving
school community. The fresh life that will be brought to this space through landscaping and daily bustling of
the school is undeniable.
Montessori Academy of Owasso is a positive school that not only teaches students their academic lessons, it
teaches students how to make ,a difference in their community. Elementary students have volunteered at
Baptist village, served food at Open Table Cafe; and have multiple other community service projects
planned for the upcoming months. Allowing this school to move into a larger building to continue this good
work will benefit Owasso immensely.
We appreciate your consideration of the next stage in our school's development and we look forward to
growing with Owasso in the downtown area_
