HomeMy WebLinkAbout2017.04.10_Planning Commission MinutesOWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, April 10, 2017 The Owasso Planning Commission met in regular session on Monday, April 10, 2017 at Old Central per the Notice of Public Meeting and Agenda posted at City Hall, 200 S. Main (west side) at 3:00 pm on April 6, 2017. ITEM 1. CALL TO ORDER Dr. Loving called the meeting to order at 6:00 p.m. ITEM 2. Flag Salute ITEM 3. Roll Call PRESENT ABSENT David Vines Dr. Paul Loving Tim Miller Renee Mowery David Horton A quorum was declared present. STAFF Bronce Stephenson Marsha Hensley Karl Fritschen Morgan Pemberton Dwayne Henderson ITEM 4. Presentation of the Character Trait of the Month — Flexibility ITEM 5. Approval of Minutes from March 13, 2017 Regular Meeting. The Commission reviewed the minutes. Mr. Miller moved, seconded by Mr. Vines, to approve the minutes from the March 13, 2017 Regular Meeting. A vote on the motion was recorded as follows: YEA: Miller, Vines, Dr. Loving, Mowery, Horton NAY: None Motion carried 5 -0. ITEM 6. Approval of Minutes from March 30, 2017 Special Meeting. The Commission reviewed the minutes. Mr. Miller moved, seconded by Mr. Vines, to approve the minutes from the March 30, OWASSO PLANNING COMMISSION April 10, 2017 Page No. 2 2017 Special Meeting. A vote on the motion was recorded as follows: YEA: Miller, Vines, Dr. Loving, Mowery, Horton NAY: None Motion carried 5 -0. ITEM 7. OZ 17 -02 - Rezoning, Frank and Kathleen Morrow - Consideration and appropriate action relating to the request for the review and acceptance of a rezoning from AG (Agriculture) zoning district to CS (Commercial Shopping) zoning district. The subject property is located at the southwest corner of E 126th St N and N 135th E Ave and is approximately 4 acres. Morgan Pemberton presented the staff report. The property location was described. This property is part of the Morrow Place PUD. The applicant is requesting that the zoning be changed from AG (Agriculture) to CS (Commercial Shopping). Staff recommends approval of the rezoning request. Mr. Miller moved, seconded by Mr. Horton, to approve the rezoning request OZ 17 -02. A vote on the motion was recorded as follows: YEA: Miller, Dr. Loving, Mowery, Horton, Vines NAY: None Motion carried 5 -0. ITEM 8. OA 17 -03 /OZ 17 -03 - Consideration and appropriate action relating to the request for the review and acceptance of an annexation and rezoning from AG (Agriculture) zoning district to CS (Commercial Shopping) zoning district. The subject property is located at 12708 E 1 16th St N and is approximately 2.74 acres. Karl Fritschen presented the staff report. The property location was described. The applicant is requesting that the property be assign CS (Commercial Shopping) zoning upon annexation. Staff recommends approval of the annexation and rezoning request. Ms. Tracy Conley, a nearby property owner, asked to address the Commissioners. She expressed issues regarding drainage in the area and issues with the traffic. Mr. Vines moved, seconded by Mr. Miller, to approve the annexation and rezoning request OA 17 -03 /OZ 17 -03. A vote on the motion was recorded as follows: YEA: Miller, Dr. Loving, Mowery, Horton, Vines NAY: None OWASSO PLANNING COMMISSION April 10, 2017 Page No. 3 Motion carried 5 -0. ITEM 9.
