WHEREAS, the City Council of the City of Owasso,
Oklahoma, finds the following problems to exist by reason of
the 371 phone exchange encompassing such areas, to-wit:
1. Residents of the City of Owasso now in the 371 phont
2a Residents of the 371 phone exchange with children in
the Owasso school system experience the inconvenience
and expense of numerous long distance phone calls to
and from the school so that they can stay in contact
with their school children®
3. Business in the 371 exchange must pay high installation
4® The Owasso Independent School District spends about
$3,300.00 per year in long distance to the 371
exchange®
5. Many residents in the 371 exchange have an Owasso
address. They are not listed in the Owasso phone boo
In the Collinsville phone book they have an
.indiscriptive address such as "S.E. of City". This i
an Lnconvenience to friends and family wishing to
locate these Owasso resident-s. I
6® the City of Owasso experiences higher long distance
charges due to the number of city residents in the 371
exchange.
7. Residents in the 371 exchange experience lower property
values because they do not have access to local 272
exchange and the bulk of their phone calls are in the
272 prefix numbers.
o In general, the 371 exchange has older equipment and
does not offer the features of the 272 exchange. The
371 exchange does not have "equal access" and a 50 cent
access charge per call is assessed to use a long
distance carrier other than AT&T.

phone exchanges which is a financial burden on the
distract®

WHEREAS, the City Council of the City of Owasso,
That the governing body hereby evidences
Section 2. That the Honorable Commissioners of th-.
Corporation Commission of the State of Oklahoma, as well as
any other governmental agency or individual havinM
jurisdiction over such situation, as well as the officials
of Southwestern Bell Telephone Company, be encouraged to
cooperate and assist the aforesaid citizenry and residents
in their efforts and provide the relief as requested®
