HomeMy WebLinkAbout2017 22_Community Development Fees_2017.11.21CITY OF OWASSO, OKLAHOMA RESOLUTION 2017 -22 A RESOLUTION OF THE COUNCIL OF THE CITY OF OWASSO, OKLAHOMA, ESTABLISHING RATES, FEES AND CHARGES FOR COMMUNITY DEVELOPMENT AND BUILDING SERVICES AND ESTABLISHING AN EFFECTIVE DATE WHEREAS, the Council of the City of Owasso desires to establish the following fee schedule for the provision of permits and services for building and development, effective January 1, 2018. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OWASSO, OKLAHOMA, THAT: SECTION ONE: From and after the effective date of this Resolution, the attached Schedule of Rates and Fees (Exhibit A) is established for users of the City's development and building services. City of Owasso FROM: Sherry Bishop Assistant City Manager SUBJECT: Resolution 2017 -22, Community Development & Building Services Fees DATE: November 17, 2017 BACKGROUND: 201I As part of an ongoing review of all rates and fees, proposed fee changes were presented for discussion at the August and September work session meetings. Three areas of service fee changes were included: the animal control, the ambulance service, and the community development /building services departments. Resolutions establishing fees for animal control and ambulance services were approved in September. COMMUNITY DEVELOPMENT FEES: The Community Development proposed fee changes includes more than 50 different permits, inspections and other charges, most of those to be increased. The schedule including both the proposed and the current fee is attached. Fees currently included in the Code of Ordinances are recommended to be repealed. All rates and fees are recommended to be established by resolution. The proposed Resolution with Attachment A - Schedule of Rates & Fees would establish all fees associated with building and development to be effective January 1, 2018. Schedule of Rates and Fees After final review, the attached Schedule includes some modifications from the Schedule (dated 11/10/2017) provided at the work session meeting of November 14. Sequencing and wording differences are intended to provide better definition and clarity. The community development has changed the recommended fee for a Certificate of Occupancy for a Commercial building to $100.00. The amount for a Commercial Certificate of Occupancy on the Schedule dated 11/10/2017 should have been $200.00, . but was shown as $20.00 in error. Attached Schedule includes a recommended fee of $100.00. The recommended calculation for Sign Permit fees for pole signs has been modified. The new recommendation is to stay with a fee of $20.00 per foot of sign height rather than change to a flat fee for a range of sign heights. The flat fee may have encouraged the use of taller signs because the permit for an 11' sign was the same amount as a 20' sign. This change seems to be more equitable. RECOMMENDATION: Staff recommends approval of Resolution 2017 -22, establishing rates and fees for all community development and building services.
