HomeMy WebLinkAbout2005.05.03_City Council Minutes OW ASSO CITY COUNCIL MINUTES OF REGULAR MEETING Tuesday, May 3, 2005 The Owasso City Council met in regular session on Tuesday, May 3, 2005 in the Council Chambers at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 p.m. on Friday, April 30, 2005. Before the Call to Order, Sherry Bishop, City Clerk, administered the Oath of Office to Susan Kimball and Gary Cochran, both of whom are beginning new terms of office. ITEM 1. CALL TO ORDER The meeting was called to order at 6:35 p.m. ITEM 2. INVOCATION The invocation was offered by David Langley of Gospel Light Baptist Church. ITEM 3. FLAG SALUTE Councilor Gary Cochran led the flag salute. ITEM 4. ROLL CALL PRESENT ABSENT Susan Kimball, Mayor Craig Thoendel, Vice Mayor Steve Cataudella, Councilor Gary Cochran, Councilor Brent Colgan, Councilor - Entered Council Room at 7:05 pm - during Item 14. A quorum was declared present. STAFF Rodney J. Ray, City Manager Owasso City Council May 3, 2005 ITEM 5. READING OF THE MAYOR'S PROCLAMATION Mayor Kimball read a proclamation declaring Friday, May 6, 2005 as American Cancer Society Relay for Life Day in the City of Owasso. The proclamation was accepted by Rhonda Thomas representing the Owasso/Collinsville Relay for Life team. ITEM 6. READING OF THE MAYOR'S PROCLAMATION Mayor Kimball introduced Jolm McDaniels from American Legion Post #237 and read a proclamation honoring those who now serve or have served in uniform and the contributions and sacrifices they have made and declaring Saturday, May 21, 2005 as Blue Star Salute Day in the City of Owasso. ITEM 7. CERTIFICATE OF APPRECIATION Mayor Kimball presented a certificate of appreciation to Tim and Patty Rich, Top Act, Incorporated, for their continued investment in the Owasso community. ITEM 8. ELECTION OF MAYOR Mayor Kimball called for nominations for the pOSItIOn of Mayor. Mayor Kimball then nominated Vice Mayor Craig Thoendel. The nomination was seconded by Councilor Cataudella. YEA: Cataudella, Cochran, Kimball, Thoendel NAY: None Motion carried 4-0. ITEM 9. ELECTION OF VICE MAYOR Newly elected Mayor Thoendel called for nominations for the position of Vice Mayor. Councilor Cochran nominated Steve Cataudella. The nomination was seconded by Councilor Kimball. YEA: Cataudella, Cochran, Kimball, Thoendel NAY: None Motion carried 4-0, At this time, Sherry Bishop, City Clerk, administered the Oath of Office to newly elected Mayor Craig Thoendel and newly elected Vice Mayor Steve Cataudella. 2 Owasso City Council May 3, 2005 ITEM 10. PRESENTATION OF CHARACTER TRAIT OF THE MONTH Rickey Hayes, Director of Economic Development for the City of Owasso, introduced to the Council, Honor, the character trait ofthe month for May, 2005. ITEM 11. PRESENTATION OF EMPLOYEE OF THE MONTH Mr. Ray introduced Johnny Wayne McKnight, from Public Works' Wastewater Treatment Plant, as the City's Employee of the Month for May, 2005. ITEM 12. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR COUNCIL APPRO V AL OF THE CONSENT AGENDA A. Approval of Minutes of the April 19, 2005 Regular Meeting and the April 26, 2005 Special Meeting. B. Approval of Claims. C. Consideration and appropriate action relating to a request for Council approval of Ordinance No. 811, an ordinance allowing the closure of an access easement located on the northeast corner of the Smith Farm Marketplace, northwest of the Owasso Expressway and east of North Garnett Road. D. Consideration and appropriate action relating to a request for Council acceptance of the sanitary sewer system for Sawgrass Park II. Mr. Cataudella moved, seconded by Mr. Cochran, to approve the Consent Agenda with claims totaling $108,418.27, self-insurance medical claims & fees totaling $50,198.76, and payroll claims totaling $278,256.93. YEA: Cataudella, Cochran, Kimball, Thoendel NAY: None Motion canied 4-0. ITEM 13. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR COUNCIL ACCEPTANCE OF A $6,000.00 DONATION FROM ORAL ROBERTS UNIVERSITY FOR THE SCHOOL'S CHARACTER INITIA TIVE PROGRAM AND APPROV AL OF A SUPPLEMENTAL APPROPRIATION TO THE FY 2004-2005 GENERAL FUND, HUMAN RESOURCES DEPARTMENT BUDGET 3 Owasso City Council May 3, 2005 Ms. Dempster presented the item. Mr. Cochran moved, seconded by Ms. Kimball, for Council acceptance of a $6,000.00 donation from Oral Roberts University as stated above. YEA: Cataudella, Cochran, Kimball, Thoendel NAY: None Motion carried 4-0. ITEM 14. REPORT FROM CITY MANAGER At this time representatives from Owasso's Odyssey of the Mind team presented to Mayor Thoendel Allie and Zoe, two baby goats that are part of a fund raising effort put on by the team. Mr. Ray, who had received the goats earlier in the day, had, for a small contribution, had them passed them on to Mayor Thoendel. The babies were very well behaved, but Mr. Thoendel thought he would also pass them on. Mr. Ray invited all to the reception honoring the community service of Mayor Susan Kimball and the Incoming Mayor and Vice Mayor that will be held immediately following the conclusion of the Owasso Golf Authority Meeting. ITEM 15. REPORT FROM CITY ATTORNEY None ITEM 16. REPORT FROM CITY COUNCILORS None ITEM 17. NEW BUSINESS None ITEM 18. ADJOURNMENT Ms. Kimball moved, seconded by Mr. Cataudella, to adjourn.
