HomeMy WebLinkAbout2002.01.15_Worksession Minutes OW ASSO CITY COUNCIL MINUTES OF SPECIAL MEETING Tuesday, January 15,2002 The Owasso City Council met in special session on Tuesday, January 15, 2002 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 2:30 p.m. on Friday, January 11,2002. ITEM 1: CALL TO ORDER Mayor Barnhouse called the meeting to order at 6:00 p.m. PRESENT Mary Lou Barnhouse, Mayor - 16/1 Randy Brogdon, Vice Mayor - 17/0 Will Williams, Councilor - 15/2 Rebecca Annstrong, Councilor - 16/1 Michael Helm, Councilor - 16/1 ABSENT STAFF Rodney J Ray, City Manager Ronald D Cates, City Attorney Marcia Boutwell, City Clerk A quorum was declared present. Mayor Barnhouse requested that one item under the City Manager's Report be presented at this time. Teresa Willson of Information Systems demonstrated a program whereby Councilors will be able to receive e-mail on their personal computers through the City's web site. ITEM 3: DISCUSSION RELATING TO CONSTRUCTION, OPERATION AND FUNDING OF THE ELM CREEK INTERCEPTOR. Mr Carr, Mr Ray, Ms Bishop and Mr Ewing briefed the Councilor the history, construction and funding of the Elm Creek Interceptor project. Status of current payback for the project, as well as its relationship to the Wastewater Master Plan, was also discussed. ITEM 2: DISCUSSION OF ISSUES RELATING TO THE CONSTRUCTION OF IMPROVEMENTS TO 86TH ST N, AND THE 76TH ST N & HIGHWAY 169 EXCHANGE. Mr Carr discussed both projects. The 76th St N & Highway 169 interchange project has been awarded. The contractor has been given six months to begin the project. It is anticipated that construction will begin in May and be completed in September. ODOT has requested some changes in the design ofthe 86th St N & Main project. Those changes should be completed next week and the plans re-submitted to ODOT. Owasso City Council January 15,2002 ITEM 4: REPORT FROM CITY MANAGER Mr Ray reported on several projects, staff changes, and areas of concern. Councilor Williams out at 8:40 p.m. ITEM 5: ADJOURNMENT Mr Brogdon moved, seconded by Ms Almstrong to adjourn.
