Thc Owasso City Council met in regular scssion on Tuesday, February 18, 2003 in thc Council
Chambers at the Owasso Community Ccnter per the Noticc of Public Meeting and Agenda
postcd on the City Hall bullctin board at 4:00 p.m. on Friday, February 14,2003.
ITEM 1: CALL TO ORDER
Mayor Helm called the mceting to ordcr at 6:35 p.m.
ITEM 2: INVOCATION
Thc invocation was offered by Pastor .lames Stotts of Fellowship Tabemacle.
ITEM 3: FLAG SALUTE
City Attomey Stephen Gray led in the flag salutc.

ITEM 5: RECOGNITIONS AND PRESENTATIONS.
A. Special Presentation to Chief Jim Grccne
B. Rccognition of Kerry Kountry RV for Community Beautification
C. Rccognition of Employcc ofthe Month for the Month ofJanuary
Mayor Helm invited the council to join him at thc podium as he and Chief Yanccy prcsented a
plaque and shadowbox to Chief Jim Greenc, in recognition of Chief Grcene' s service to thc City
of Owasso. The Mayor & Council recognizcd Kcrr Kountry RV for thcir work in beautifying the
area around their busincss, and presented a certi ficatc to Rick DcShanc, who was rcprcscnting
Kerr Kountry. Mr. Ray prescnted a Bronze Award and a Hcro Award to Janet Jackson &
Michelc Dempster. These awards wcre presented to the City of Owasso by the United Way for
the City's support of Unitcd Way. Mr. Ray introduced Tammy Grimes, and recognized her as
Employee of the Month for thc month of January.

ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST
FOR APPROVAL OF THE CONSENT AGENDA.
A. Approval of Minutes of the February 4, 2003 Rcgular Meeting and Fcbruary 11,
2003 Special Meeting.
B. Approval of Claims.
C. Action Relating to Acceptance of thc Water and Sanitary Scwcr Systcms
Constructcd to Servc The Villas at Bailey Ranch, an Addition to the City of
Owasso, Tulsa County, Oklahoma.
The consent agcnda included minutcs of thc Fcbruary 4, 2003 regular meeting and February 11,
2003 spccial meeting, by reference made a part hereto. Item B on the conscnt agenda included
the following claims: (I) Gencral Fund $92,333.18; (2) Ambulance Service Fund $3,621.13;
(3) Juvenile Court Fund $75.00; (4) Capital Improvements Fund $7,454.00; (5) Bond Projects
Fund $95,643.31; (6) City Garage Fund $4,931.54; (7) Workers Comp Fund $3,945.50;
(8) Payroll $213,969.11; (9) City Garage Payroll $4,342.44; (10) Ambulance Payroll $11,044.05;
(11) E-911 Payroll $2,812.76; (12) Workcrs Comp Payroll $1,577.60. Item C on the consent
agenda rcquested acceptance of the water and sanitary sewer systcms construct to serve The
Villas at Bailey Ranch. Ms. Kimball moved, second cd by Mr. Thocndcl, to approvc thc conscnt
agenda.

ITEM 7: CONSIDERATIO_N AND APPROPRIATE ACTION,RELATING TO A REQ1JESl'
F013. COUNCIL ADOPTION OF ORDINANCE #741, AN ORDINANCE
REPEALING ORDINANCE #680.
Mr. Ray presented the item. In Junc of 2001 thc City Council adopted Ordinance #680, an
ordinancc approving OPGA Resolution #2001-03 increasing green fees, cart rcntals, and range
fccs at Bailey Ranch Golf Clnb. An ordinance is not ncccssaty to establish thosc fecs.
Ordinance #741 would rcpcal the action taken by Ordinancc #680. Mr. Thoendel movcd,
seconded by Ms. Kimball, to approvc Ordinance #741.

FOR THE ESTABLISHMENT OF A VETERANS MEMORIAL FUND.

Mr. Ray said that thc Owasso Vcterans Mcmorial Building Committce has bccn established for
thc purpose of initiating thc construction of a veterans memorial, with a target complction datc of
November 11, 2003. Fundraising has bccn initiated and $5000 has bcen banked, with anothcr

$26,000 pledged. An independent entity that can acccpt tax deductiblc donations needs to be
crcatcd. The process for thc committee to receive that dcsignation is costly and time consuming.
An option has been developed that can utilizc thc City's status as a recipient of tax dcductiblc
donations. Thc City Council may approve the creation of a rcstrictcd city fund to which
donations for the memorial can be made, and expenscs could be paid from that fund, with thc
approval of the City Council. However, no expenditures would be made without the conscnt of
the committcc. Ms. Kimball movcd, seconded by Mr. Thocndcl, to approve the creation of a
special account for the Owasso Vetcrans Memorial Building Fund.

ITEM 9: REPORT FROM CITYjylAJ':!AGER
Mr. Ray thank Faith Helm, a volunteer at thc Animal Control Facility, for the work shc is doing
thcrc. Thc Mayor introduccd Mr. Dave Blue, leadcr of Boy Scout Troop #857, and three Boy
Scouts from thc troop who were working on their Citizenship and Community badges.
