The Owasso Planning Commission met in regularsession on Monday, June 11, 2018 at Old
Central per the Notice of Public Meeting and Agenda posted at City Hall, 200 S. Main

ITEM 6. Preliminary Plat -Morrow Place, Phase II Consideration and appropriate
action relating to the request for the review of a preliminary plat

acres, more or less. The property is located at the southeast corner of E
126th St N and N 129th E Ave. The property is zoned PUD 05 -02A with the
underlying zoning of RS -3 (Residential Single- family High Density).

A representative for the applicant was present to answer any questions.
Staff recommends approval of the preliminary plat request for Morrow Place, Phase II,
subject to Staff and TAC recommendations.
Mr. Miller moved to approve, Mr. Balthrop seconded the motion, for the approval of the
preliminary plat for Morrow Place, Phase II subject to TAC and Staff recommendations.
A vote on the motion was recorded as follows:

The Community Development Department received an application for review and approval of
a Preliminary Plat for Charleston Place, a residential single - family subdivision. The subject
property is approximately 5.03 acres in size and is located west of N 1451h E Ave and south of E
93rd PI N. The property was rezoned in August 2016 with Ordinance 1084 to RS -3 (Residential
Single- Family High Density).

ANALYSIS:
Charleston Place is a proposed single - family residential subdivision. The subject property was
zoned RS -3 (Residential Single - Family High Density) with Ordinance 1084 in August of 2016. The
Preliminary Plat for Charleston Place proposes 17 lots in 2 blocks with an average lot size of 9,523
square feet. There would be one public access point to the development on the southern end
of the property from E 91 sf St N. There would also be one emergency -only access point from the
north connecting to E 93rd PI N. This emergency access would be gated and would only be
available to emergency vehicles. All streets within the development would be public and would
meet City standards. Sidewalks would also be required within the development.
There are four (4) reserve areas identified on the Preliminary Plat. Reserve Areas "A" and "B" are
located at the northern end of the development where a hammerhead in the road would be
constructed to allow emergency vehicle access to the development. Reserve Area "C" would
act as a utility access easement between lots 5 and 6, allowing utility providers to gain access to
the rear yards of the interior lots in block 1. Reserve Area "D" would act as the stormwater
detention area for the development. Adequate perimeter and interior utility easements are
shown on the Preliminary Plat, allowing utility providers to supply and maintain service to the
proposed development.
The Preliminary Plat calls for the establishment of a Homeowners' Association for Charleston
Place that would be responsible for the maintenance of all reserve areas, open spaces, and
stormwater detention areas. The HOA for Charleston Place would also be responsible for
maintaining a six (6) foot screening fence that would be required on the northern property line.
Sanitary sewer and water service would be provided by the City of Owasso. Any development
that occurs on the subject property shall adhere to all subdivision, zoning, and engineering
requirements of the City of Owasso.
TECHNICAL ADVISORY COMMITTEE (TAC):
The Technical Advisory Committee reviewed the Preliminary Plat for Charleston Place at their
meeting on June 20, 2018. Comments from that meeting are attached to this memo.
RECOMMENDATION:
Staff recommends approval of the Preliminary Plat for Charleston Place.

a Final Plat for a Kum & Go, a convenience store and gas station proposed for the southeast
corner of E 1061h St N and the anticipated realignment of the Owasso Expressway. The subject
property is approximately 1.69 acres in size and is zoned OPUD -18 with an underlying zoning of

ANALYSIS:
The Final Plat for Kum & Go proposes a one (1) lot, one (1) block development on the southeast
corner of E 106{h St N and the future location of the realigned Owasso Expressway. The Owasso
Expressway realignment project is anticipated to begin this fall. The property is part of OPUD -18,
also known as the Coffee Creek PUD, which was approved by City Council in 2000. This area of
OPUD -18 was designated for commercial uses.
There are three access points designated on the Final Plat. The access point on E 106th St N
would be a part of a Mutual Access Easement (MAE) to be shared with the property
immediately to the east of the subject property at the time it develops. There are also two
access points that will connect to the anticipated location of the realigned Owasso Expressway.
The northern access point on the Expressway will be right -in /right -out only, while the southern
drive will be full access.
Sanitary sewer service to the property would be provided by the City of Owasso. Water service
would be provided by Washington County Rural Water District U. Adequate perimeter and
interior utility easements are shown on the Final Plat, allowing utility providers to supply and
maintain service to the property. Any development that occurs on the subject property shall
adhere to all subdivision, zoning, and engineering requirements of the City of Owasso.

NOTES FROM June 20th TAC MEETING
3. Preliminary Plat — Charleston Place
AT&T-
AEP/PSO-
* Dedicate the reserve area to allow for utilities.
• We will discuss the project at a later date.
Community Development-
• Label the street to the west.
• Add language on the maintenance of the fence will be responsibility of the
HOA.
• In the Deed of Dedications, paragraph 3.3, change to read two (2) dogs are
allowed.
• Show a 6' screening fence along the north side of the property.
• In the Deed of Dedications, paragraph 3.7, have it read "No aircraft ..."
• Label "Private" on the gravel road to the north.
• Make sure the acreage amount is consistent on both pages.
• Paragraph 3.14 should read the water provider to be the City of Owasso.
Public Works-
• The legal description shows Rogers County, should be Tulsa County.
• On the northeast corner, put the bearings listed on front page.
• There is a difference in length in the front cover to the legal.
• On the location map label the surrounding property.
• Show the topography.
• Staff will send you the paragraph for the Deed of Dedication regarding
detention and the maintenance of it.
• The hammerhead radius needs to be the same equal amount.
• At the top of Deed of Dedication, change the number of lots to 17.
• Paragraph 3.14 regarding septic systems, change to the City of Owasso
will provide sanitary sewer.

required on Res C and D.
