HomeMy WebLinkAbout2003.10.07_City Council MinutesOWASSO CITY COUNCIL MINUTES OF REGULAR MEETING Tuesday, October 7, 2003 The Owasso City Council met in regular session on Tuesday, October 7, 2003 in the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 p.m. on Friday, October 3, 2003. ITEM 1, CALL TO ORDER Mayor Cochran called the meeting to order at 6:35 p.m. ITEM 2. INVOCATION The invocation was offered by Terry Hull, Pastor of Harvest Christian Church ITEM 3, FLAG SALUTE Vice Mayor Kimba111ed the flag salute. ITEM 4. ROLL CALL PRESENT ASSENT Gary Cochran, Mayor Susan Kimball, Vice Mayor Michael Helm, Councilor Ci°aig Thoendel, Councilor Steve Cataudella, Councilor STAFF Rodney J. Ray, City Manager Stephen Gray, City Attorney A quorum was declai°ed present. ITEM 5. EMPLOYEE OF THE MONTI-I PRESENTATION Mi°. Ray introduced Jerry Long fi°om Public Works -Wastewater Treatment Department as October's City Employee of the Month. Owasso City Council October 7, 2003 ITEM 6. READING OF MAYOR'S PROCLAMATION Mayor Cochran introduced Brent Colgan and Steve Baker with Exchange Bank and read the proclamation proclaiming Exchange Bank as Business of the Quarter for Fourth Quarter, 2003. ITEM 7. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR APPROVAL OF THE CONSENT AGENDA. A. Approval of Minutes of the September 16, 2003 Regular Meeting. B. Approval of Claims. Ms. Kimball moved, seconded by Mr. Cataudella, to approve the Consent Agenda with claims totaling $149,330.71 and payroll claims totaling $244,163.54. YEA: Kimball, Thoendel, Cataudella, Helm, Cochran NAY: None Motion carried 5®0. Mr. Rooney presented the item. Mr. Cataudella moved, seconded by Mr. Thoendel, to approve a supplemental appropriation to the General Fund, increasing revenues and expenditures by $5,20 in the Emergency Preparedness Department due to the i°eceipt of $S,g19.77 in grants awarded to the City of Owasso by the State of Oklahoma Department of Civil Emergency Management. YEAe Kimball, Thoendel, Cataudella, Helm, Cochran NAY; None Motion carried 5-•0. ITEM 9, PORT FROM CITY MANAGER Mr. Ray encoui°aged all to get out and vote on October 14, 2003. Mr. Ray introduced Availability as October's character trait of the month . 2 Owasso City Council Octobers 7, 2003 ITEM 10. REPORT FROM CITY ATTORNEY None ITEM 11. REPORT FROM CITY COUNCILORS Mr. Helm asked if payment to the FFA Alumni Association for right-of--way land had been made. Mr. Ray answered that due to some complication with the deed, payment had not been made. ITEM 12. NEW BUSINESS None ITEM 13. ADJOURNMENT Ms. Thoendel moved, seconded by Ms. Kimball, to adjourn.
