HomeMy WebLinkAbout2004.01.06_City Council Minutes OW ASSO CITY COUNCIL MINUTES OF REGULAR MEETING Tuesday, January 6,2004 The Owasso City Council met in regular session on Tuesday, January 6, 2004 in the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 p.m. on Friday, January 2,2004. ITEM 1. CALL TO ORDER Mayor Cochran called the meeting to order at 6:32 p.m. ITEM 2. INVOCATION The invocation was offered by Sr. Pastor Derk Madden of West port Mennonite Brethren Church. ITEM 3. FLAG SALUTE Carroll Harris, Commander ofVFW Post 7180, led the flag salute. ITEM 4. ROLL CALL PRESENT Gary Cochran, Mayor Susan Kimball, Vice Mayor Steve Cataudella, Councilor Craig Thoendel, Councilor ABSENT A quorum was declared present. STAFF Rodney 1. Ray, City Manager Ronald Cates, City Attorney ITEM 5. EMPLOYEE OF THE MONTH. Mr. Ray introduced Joe Harris, an employee in the Public Works Street Department, as the City of Ow as so Employee of the Month for January 2004. Owasso City Council January 6,2004 ITEM 6. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR APPROV AL OF THE CONSENT AGENDA. A. Approval of Minutes of the December 16, 2003 Regular Meeting. B. Approval of Claims. C. Action relating to Ordinance No. 770, an ordinance approving a rezoning request of application number OZ-03-13, providing for the rezoning of approximately 1.71 acres, more or less, generally located in the northwest corner of East 98th Place North and North 105th East Avenue from AG (Agriculture District) to RS-3 (Residential Single Family District), and repealing all ordinances or parts of ordinances in conflict herewith. D. Action relating to Ordinance No. 771, an ordinance approving an annexation request for 0.77 acres, more or less. The subject property is located in the southwest corner of East 116th Street North and US Highway 169 intersection. E. Action relating to Ordinance No. 772, an ordinance approving an annexation request for 0.94 acres, more or less. The subject property is located in the northeast corner of East 103 Street North and US Highway 169 intersection. F. Action relating to Ordinance No. 773, an ordinance approving a request to establish a Planned Unit Development on property located on the west side of North 145th East Avenue 1/2 mile south of East l16th Street North. Mr. Ray announced an addendum to the Claims List in the amount of $1,590,000.00 for purchase of 80 acres of land from the Owasso Land Trust. This purchase was approved by Council on Janumy 21, 2003. Mr. Cataudella moved, seconded by Ms. Kimball, to approve the Consent Agenda with claims totaling $1,771,124.22 (including addendum), and payroll claims for two pay periods totaling $511,588.20; and to approve Ordinances No. 769, No. 770, No. 771, No. 772 and No. 773. YEA: Cataudella, Kimball, Thoendel, Cochran NAY: None Motion carried 4-0. 2 Owasso City Council January 6,2004 ITEM 7. CONSIDERATION AND APPROPRIATE ACTION RELATING TO COUNCIL ACCEPTANCE OF THE SANITARY SEWER SYSTEM FOR THE REMINGTON PARK SUBDIVISION, LOCATED WEST OF THE EAST 116TH STREET NORTH AND NORTH 129TH EAST AVENUE INTERSECTION. Mr. Cross presented the item. Ms. Kimball moved, seconded by Mr. Thoendel, to accept the sanitary sewer system for Remington Park subdivision. YEA: Cataudella, Kimball, Thoendel, Cochran NAY: None Motion carried 4-0. ITEM 8. REPORT FROM CITY MANAGER Mr. Ray mentioned that all Maintenance Bonds are being reviewed by Mr. Cates. Ms. Dempster introduced the Character Trait for January - Persuasiveness. ITEM 9. REPORT FROM CITY ATTORNEY None ITEM 10. REPORT FROM CITY COUNCILORS Ms. Kimball thanked Mr. Warren and the Parks Dept. staff for organizing the Burning of the Greens. ITEM 11. NEW BUSINESS Ms. Beverly Corey, representing Elm Creek property owners, requested help from the City regarding traffic problems and code enforcement in the Elm Creek subdivision. She also asked for information on City Ordinances regarding landlord's responsibilities for rental properties. Mayor Cochran asked Mr. Ray to initiate a study of this area. Mr. Ray directed Chief Yancey to visit with Ms. Corey regarding traffic issues. He also directed Mr. Cates and Mr. Wiles to contact Ms. Corey to schedule a neighborhood meeting. 3 Owasso City Council ITEM 12. ADJOURNMENT. Ms. Kimball moved, seconded by Mr. Thoendel, to adjourn.
