OW ASSO CITY COUNCIL
MINUTES OF REGULAR MEETING
Tuesday, May 4, 2004
The Owasso City Council met in regular session on Tuesday, May 4, 2004 in the Council
Chambers at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall
bulletin board at 5 :00 p.m. on Friday, April 30, 2004.
ITEM 1.
CALL TO ORDER
The meeting was called to order at 6:30 p.m.
ITEM 2.
INVOCATION
The invocation was offered by Reverend Frank Adams, Pastor of Believers Covenant Church.
ITEM 3.
FLAG SALUTE
City Manager Rodney Ray led the flag salute.
ITEM 4.
ROLL CALL

Gary Cochran, Mayor
Susan Kimball, Vice Mayor
Steve Cataudella, Councilor
Brent Colgan, Councilor
Craig Thoendel, Councilor
ABSENT
A quorum was declared present.

OATH OF OFFICE FOR COUNCIL ELECT BRENT COLGAN, WARD 5
Judge Michael Hilsabeck administered the Oath of Office to Councilor Brent Colgan.

ITEM 6.
ELECTION OF MAYOR
Mayor Cochran called for nominations for the pOSItion of Mayor. Mayor Cochran then
nominated Vice Mayor Susan Kimball. The nomination was seconded by Brent Colgan.
YEA: Colgan, Cataudella, Kimball, Cochran, Thoendel
NAY: None
Motion carried 5-0.
ITEM 7.
OATH OF OFFICE
Judge Hilsabeck administered the Oath of Office to Susan Kimball, newly elected Mayor.
ITEM 8.
ELECTION OF VICE MAYOR
Mayor Kimball called for nominations for the pOSItion of Vice Mayor. Mr. Cataudella
nominated Craig Thoendel. The nomination was seconded by Mr. Colgan.
YEA: Colgan, Cataudella, Kimball, Cochran, Thoendel
NAY: None
Motion carried 5-0.
ITEM 9.
OATH OF OFFICE
Judge Hilsabeck administered the Oath of Office to Craig Thoendel, newly elected Vice Mayor.
ITEM 10. CHARACTER TRAIT OF THE MONTH
Mr. Dee Sokolosky, President, First Bank of Owasso, presented Attentiveness as the Character
Trait of the Month for the month of May, 2004.
ITEM 11. EMPLOYEE OF THE MONTH
Mr. Ray introduced Kyle Foster, an employee with Public Works' Sanitation Department, as the
City's Employee of the Month for May, 2004.

ITEM 12. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR APPROVAL OF THE CONSENT AGENDA.
A. Approval of Minutes of the April 13, 2004 Special Meeting and the April 20,
2004 Regular Meeting
B. Approval of Claims.
C. Action relating to Council acceptance of Ordinance No. 780, an ordinance
approving the annexation of approximately 42 acres, more or less. The
subject property is located in the northwest corner of US Highway 169 and
East 106th Street North.
D. Action relating to Council acceptance of Ordinance No. 781, an ordinance
approving the annexation of approximately 35.46 acres, more or less. The
subject property is located 0.3 miles southeast of the North Garnett Road and
East 116th Street North intersection.
Mr. Thoendel moved, seconded by Mr. Cataudella, to approve the Consent Agenda with claims
totaling $82,308.18 and payroll claims totaling $249,605.41; and for Council acceptance of
Ordinance No. 780 and Ordinance No. 781, as stated above.

ITEM 13. READING OF MAYOR'S PROCLAMATION
Mr. Ray introduced Steve Kormondy, Dave Albright and Rudy Rivera from National Steak &
Poultry. Mayor Kimball then read a Mayor's Proclamation expressing the City Council's
appreciation to NSP for their numerous corporate donations to Owasso Public Schools and the
Character Pilot Education Project.
ITEM 14. READING OF MAYOR'S PROCLAMATION
Mayor Kimball introduced Tiffany Grant and read a proclamation recognizing Tiffany's efforts
in organizing and founding the 'Picture Perfect Prom Dress Project' utilizing community
resources and gathering donations from local venders in order to offer formal attire and salon
services at no cost to girls in need.
